The following regulations are hereby established
in full force and effect.
This chapter may be cited as the “Bradford
Woods Borough Zoning Ordinance.”
Words used in a special sense in this chapter are defined in Article
VII.
The community development objectives which are
the basis for the provisions of this chapter are set forth in the
Comprehensive Plan as adopted by the Borough Council, which are incorporated
herein by reference. In addition to the Comprehensive Plan, the following
is a supplementary statement of the purpose and intent of this chapter.
The objectives are adopted as a statement of legislative findings
and may be used in evaluating any proposed additions or deletions
to this chapter.
The general objective for the development of
the Borough of Bradford Woods is to provide a pleasant, attractive,
healthy, safe and convenient environment for living, education, and
recreation. This objective shall be pursued by the creation and implementation
of land use plans to:
A. Preserve and improve the natural environment, pursued
by:
(1) The elimination of visual and physical blight such
as overhead utility lines, concentrations of signs of excessive size
and proximity, large expanses of unbroken pavement and dilapidated
structures.
(2) The preservation of unique land parcels, natural topography
and wooded slope lands including the limiting of hillside development
beyond a reasonable gradient, and the control of floodplains, watersheds
and wetland development.
(3) The reclamation of derelict land.
B. Protect and increase property values and the economic
base of the community, pursued by:
(1) The concentration of nonresidential uses in areas
where streets and utilities can provide the necessary services and
where conflicts with other uses can be minimized through site design
and transitional provisions.
(2) The implementation of the other objectives set forth
herein.
C. Provide safe, adequate and attractive housing, pursued
by:
(1) The provision of housing density alternatives and
a mix of housing types, correlating residential density and housing
type with topography, environmental conditions, and the capacity of
and distance from existing and proposed utilities, streets and community
facilities.
(2) The removal of dilapidated housing, the rehabilitation
of deteriorating housing, the maintenance of sound housing and the
development of new housing.
(3) The promotion and maintenance of an attractive residential
environment through the implementation of the other objectives set
forth herein.
D. Provide the necessary infrastructure of utilities
and road systems, pursued by:
(1) The extension of the municipal improvements of water
lines, storm and sanitary sewers and roads and their improvement where
economically feasible to guide development.
(2) The encouragement of public utilities to improve and
extend services consistent with the objectives set forth herein.
(3) The traffic planning and control which will provide
safe, rapid and convenient movement of people and goods within and
through the Borough, with a separation of through and local traffic,
provision for pedestrians and the minimal disruption of existing and
proposed development patterns and community integrity.
E. Provide recreational and community facilities, pursued
by:
(1) Acquiring, preserving and maintaining or developing
property to accommodate the existing and future population.
(2) Preservation of historical landmarks.
F. Provide review and approval of proposed development
and site plans for ongoing community planning and growth management,
pursued by:
(1) Providing for safety and welfare on developed sites
through the review of site plans.
(2) Providing site plan control.
G. Create and implement land use plans seeking to achieve
the foregoing objectives and to:
(1) Avoid incompatible land use if possible and protect
against the detrimental effect of incompatible land uses through planting,
open space and natural breaks in topography.
(2) Concentrate development where possible to prevent
sprawl, conserve open space and make full use of utilities and services.
H. Promote cooperation with adjacent municipalities seeking
sound development in the region.
A map entitled "Bradford Woods
Zoning Map" is hereby adopted as a part of this chapter. The
Zoning Map shall be maintained by the Borough Secretary at the principal office of the Borough.
No structure shall be located, erected, constructed,
reconstructed, moved, altered, converted, or enlarged, nor shall any
structure or land be used or be designed to be used, except in full
compliance with all the provisions of this chapter and after the lawful
issuance of all permits and certificates required by this chapter.
The provisions of this chapter shall be held
to be the minimum requirements for the protection of the health, safety,
morals and general welfare of the residents of Bradford Woods Borough.

Wherever there is a difference between the minimum
standards specified herein and those included in other Borough ordinances
and regulations, the more stringent requirements shall apply.
