All alleys or roadways constructed after the effective date of this article shall be constructed of materials and to specifications set forth in the latest specifications published by the Pennsylvania Department of Transportation and to the approval of Borough Council and the Borough Engineer.
Every person, partnership, corporation or association desiring to construct an alley or roadway shall, before proceeding therewith, furnish to the Borough Council specifications for the construction of such alley or roadway for its approval.
Before approving the finished alley or roadway, Borough Council shall receive a certificate from the Borough Engineer stating that said alley or roadway meets the requirements of this article.

All roof water of any house, houses or buildings constructed after the effective date of this article shall be drained to the front of such house, houses or buildings, and such water shall be carried to the street in front of the said house, houses or buildings in accordance with the requirements of the National Plumbing Code.[1]

No permit to construct a house, houses or buildings shall be granted to any applicant until such applicant shall furnish to the Borough of Eddystone a bond to ensure the completion of roadways, sewers, drains and drainage pipes, streets, sidewalks and curbs in accordance with the plans and specifications as submitted to and approved by the Borough Council. Said bond shall be in an amount to be set by the Borough Council but shall never exceed in amount the cost of work required to be done by the plans and specifications.
