The purpose of this article is to adequately provide for the parking needs of all uses in the Borough, to reduce traffic congestion on public streets by getting parking off streets and to allow faster emergency access. The secondary purposes include setting reasonable standards and providing reasonable controls to assure sufficient parking capacity for the various land uses in the Borough.
A. 
General. Off-street parking spaces shall be provided in accordance with the requirements in § 295-58 below.
B. 
Change or extension of use. Whenever a structure is altered or a use is changed or extended which increases the parking requirements of this chapter, then the total additional parking required for the alteration, change or extension shall be provided in accordance with this section.
C. 
Existing uses and structures. No building or use of land in existence prior to the effective date of this chapter shall be subject to the requirements in § 295-58 so long as the kind or extent of use is not changed so as to require additional parking.
D. 
Provision and retention of facilities. All required parking facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve. Off-street parking facilities shall not be reduced in total extent except when such reduction is in conformity with this article.
A. 
Any building or structure erected, altered or used and any lot used or occupied for any of the following purposes shall be provided with the minimum number of parking spaces set forth below, together with adequate driveways and street access:

1 for every 4 residents, plus 1 for each employee on the greatest shift
Convenience store
1 for every 125 square feet of gross floor area
Day-care center
1 for every 500 square feet of gross floor area, plus 1 for each adult attendant (This shall be in addition to the requirements of the host use such as a church or school, if applicable.)
Funeral home
1 for every 75 square feet of floor area in viewing rooms, plus 1 for each permanent official car, plus 1 for every 2 employees, plus the requirement for the residential family
Health club
1 for every 100 square feet of gross floor area
Hotel/motel/bed and breakfast

1 for every guest room plus 1 for every 2 full-time employees, plus required parking for accessory facilities such as restaurants, bars and gift shop
Indoor commercial recreation

1 for every 200 square feet of space devoted to home occupation, plus the residential requirement
Medical, dental or veterinary clinic
1 for every 100 square feet of waiting room space, plus 1 for each practitioner
Multifamily dwelling and conversion

1 for every 750 square feet of gross assembly floor area, plus 1 for every employee on the shift of greatest employment
Restaurant
Sit-down
1 for every 150 square feet of gross floor area, plus 1 for every 2 employees on the greatest shift
Drive-through
1 for every 75 square feet of gross floor area, plus 1 for every 2 employees on the shift of greatest employment
Retail store or shop
1 for every 200 square feet of gross floor area
School
1 for each teacher, plus 1 for every 2 full-time employees, plus 1 for each classroom, plus 1 for every 12 students who are 16 years of age or older
Service, sales, storage or repair of boats and marine equipment

Single-family dwelling including townhouse
2 per dwelling unit
Storage, manufacturing or wholesaling
1 for every 1,000 square feet of gross floor area, plus 1 for every employee on the shift of greatest employment
Theater or place of amusement
1 for every 3 seats, plus 1 for every 2 employees on the shift of greatest employment
B. 
Where a use is not specifically listed in this chapter or no parking standards are provided for that use, the Zoning Hearing Board shall apply the standards of the most similar use to determine the number of parking spaces required.

A. 
No off-street parking area shall be used for any use that interferes with the availability of parking spaces for the parking needs it is required to serve.[1]

B. 
In any residential district, the parking, storing or standing of any passenger motor vehicle, commercial motor vehicle, bus, trailer, boat, motorcycle, motor scooter or other similar device in front of the building line shall be prohibited, unless such vehicle is parked on a driveway.
C. 
No commercial motor vehicle with more than a single rear wheel axle may be stored on a lot in a residential district, unless such vehicle is stored in a private garage. Only one such commercial vehicle shall be stored on a lot in a residential district.
D. 
Parking or storage of disabled or partially dismantled or junk cars, trucks, boats or other vehicles shall be permitted on a lot for a continuous period of not more than five days.
E. 
The size of parking spaces shall be nine feet by 18 feet.

The size of loading spaces shall comply with the dimensions noted in Section 808.1 of the County Subdivision and Land Development Ordinance.
