This Part 1 establishes uniform requirements for discharges into the Village of Middleport wastewater collection and treatment systems, and enables Village of Middleport to protect public health in conformity with all applicable state and federal laws including the requirements of the Clean Water Act (33 U.S.C. § 1251 et seq.) and the General Pretreatment Regulations (40 CFR Part 403). The purposes of this Part 1 include:
A. 
Preventing the introduction of pollutants into the Village of Middleport treatment works which will interfere with the normal operation of the treatment works or contaminate the resulting sludge.
B. 
Preventing the introduction of pollutants into the publicly owned treatment works (POTW) which do not receive adequate treatment of the POTW or which pass through the system into receiving waters or the atmosphere or otherwise are incompatible with the POTW.
C. 
Improving the opportunity to recycle and reclaim wastewater and sludge produced by the treatment processes.
D. 
Providing for the regulation of discharges into the Village of Middleport treatment works through the issuance of sewer use permits.
E. 
Requiring the proper use of the publicly owned treatment works.
F. 
Protecting the general public and POTW personnel who may be affected by wastewater and sludge in the course of their employment.
Except as otherwise provided herein, the Superintendent or the Mayor shall administer, implement and enforce the provisions of this Part 1. Any powers granted to or duties imposed upon the Superintendent or the Mayor may be delegated by the Superintendent or the Mayor to other Village personnel.
