No water main shall be tapped nor any service connection made, laid or covered, except in the presence of the Superintendent of Public Works or his authorized representatives, utilizing work and materials approved by the Superintendent.
The Village shall, at its expense, install repair and maintain water service lines from the main line to and including the curb box during construction or replacement of main lines and shall maintain and repair service line from the main line to and including the curb box on all existing services.
A. 
The owner of the premises to be serviced shall bear the expense of:
(1) 
The cost of laying and maintaining the service line from his premises to the curb box.
(2) 
The cost of new service to existing mains, including the cost of taps, where new construction by the owner is involved.
(3) 
Any other cost not specified in Subsection A(2) above, connected with bringing water from the main lines maintained by the Village to the owners premises.
B. 
Where no main is located on owner's street or right-of-way, the cost of laying and maintaining the service line to the Village main or an available curb box to be designated by the Village.
Nothing herein shall affect water and meter rates or rentals established by the Village.
