A City police force is hereby established, which shall consist of the Chief of Police and such number of police officers as the Mayor and Council shall from time to time determine.

A. 
The Chief of Police is hereby directed to appoint reserve police officers in such numbers as he or she deems necessary.
B. 
Reserve police officers shall wear such badges, dress and insignia and be equipped in such manner for the proper discharge of their duties as the Police Chief shall direct.
C. 
The Police Chief shall promulgate rules relating to the qualifications, appointments and removal of reserve police officers. Reserve police officers shall serve without compensation.
D. 
No reserve police officer shall exercise his or her authority as a patrolman or wear the uniform or insignia or display his or her badge in an attempt to exercise his or her authority except during the performance of actual authorized police duty.
E. 
Any reserve police officer who willfully neglects or refuses to respond for assignment or duty when called, under such rules and regulations as are promulgated by the Police Chief, may be subject to suspension or dismissal.
F. 
No person not duly appointed and sworn in as a reserve police officer shall impersonate such officer or wear, carry or display the badge, dress or insignia designated for such officers.
