As used in this article, the following terms
shall have the meanings indicated below. Applicable definitions of
the Uniform Traffic Code shall be deemed to be included herein.
A device on which a person may ride, which is propelled by
human power, and which has either two or three wheels in tandem or
tricycle arrangement which are more than 14 inches in diameter.
A plastic tag made of reflectorized material.
Any person who obtains from the Chief of Police a license
tag for a bicycle.
The use of a bicycle or skateboard by a person mounted thereon,
or putting it into motion, or causing it to function.
A board made of any hard substance that has two or more wheels
mounted in tandem, propelled by human foot power and primarily ridden
by standing upon it and balancing it while moving the body forward.
Nothing in this article is intended to repeal any part of Chapter 689, Vehicles and Traffic, Art. II, Uniform Traffic Code, of the Code of the City of Monroe, wherein the Uniform Traffic Code is adopted by reference, with certain additions, deletions and amendments.[1]

Every person operating a bicycle upon a roadway
shall ride in single file, except on paths or parts of roadways designated
for the exclusive use of bicycles.[1]

No person shall use or operate any bicycle within
the City without the consent of the owner thereof.

Unless otherwise provided, a person who violates any
of the provisions of this article is responsible for a civil infraction
and shall be subject to a civil fine of not more than $100 for each
offense.

No person shall play any game of ball or other
game in any street, roadway, alley or other such similar public place.
No person shall roller-skate upon any of the
paved streets or alleys, provided that this section shall not be construed
as prohibiting roller-skating on the sidewalks of the streets, unless
roller-skating shall otherwise have been prohibited.
No two persons on roller skates, skateboards,
bicycles or other such similar wheeled devices shall go abreast on
any sidewalk or crosswalk in the City at any time so as to impede,
obstruct or hinder pedestrian or vehicular traffic.

Operating a skateboard, roller blades, roller skates
or other such similar wheeled device upon a street is prohibited.
B.Â
No person operating a skateboard, roller blades, roller
skates, bicycle or other such similar wheeled device shall attach
himself or herself or the skateboard, roller blades, roller skates,
bicycle or other such similar wheeled device to any vehicle.
C.Â
No skateboard, roller blades, roller skates, bicycle
or other such similar wheeled device shall be operated on any sidewalk
or place open to the public where signs prohibit their operation.
D.Â
Operators of skateboards, roller blades, roller skates,
bicycles and other such similar wheeled devices shall always yield
the right-of-way to all pedestrians.
