A. 
The Township will consider an adjustment to the bill of any customer only when the following criteria are met:
(1) 
The leak has resulted in an amount owed to the Township which is 100% greater than the customer's average quarterly use over the previous four quarters; and
(2) 
The customer provides written verification that he has acted in a timely manner to repair or correct the condition causing the leak after being placed on notice that the condition exists; and
(3) 
The customer has made his request for relief to the Township in a timely manner.
B. 
Adjustments may be made, under the criteria set forth above, for increases due to leaks only and not for increases due to excess usage.
C. 
The following procedure shall apply to all requests for adjustment:
(1) 
The customer shall make the initial request for adjustment to the supervisors or staff at the offices of the Township. At that time, the customer shall provide the verification required by Subsection A(2) above.
(2) 
The supervisors or staff shall verify the usage set forth on the customer's bills for the four quarters previous to the request to determine whether the percentage of increase is within the criteria set forth at Subsection A(1) above.
(3) 
The supervisor or staff shall prepare a report containing the relevant information for presentation to the Board at the next regular meeting.
(4) 
All requests for adjustment must be brought before the Board. The customer or his representative shall be advised of the next regular meeting of the Board and the customer or his representative must appear in person at the next regular meeting of the Board to make the request for adjustment.
(5) 
The decision of the Board shall be final with respect to any request for adjustment and shall be announced at the meeting at which the request is made.
D. 
Any adjustment granted will not be greater that the average of the customer's previous four (4) quarterly bills, plus the cost to the Township which at present is $1 per 1,000 gallons but which may vary depending on the rate in effect at the time the adjustment is sought. This limitation will also apply to sewage entering the sewage system at the same rate. Where an adjustment is sought but there has been no discharge into the sewage system, any adjustments granted will be calculated based upon the customer's average usage. In such a case, the customer shall be required to provide proof satisfactory to the Township that there was in fact no discharge into the system.
