The Department of Public Works shall be created
by combining the existing services of the Township Road Department,
the Department of Buildings and Grounds, and the custodian services
of the Township into one general department hereinafter to be known
and designated as the "Department of Public Works of the Township
of Blairstown."
The Department of Public Works shall be subject
to the supervision and control of the Township Committee of the Township
of Blairstown. The Township Committee shall select, by a majority
vote, one of its members to oversee and supervise the activities of
the Department of Public Works. The Township Committeeman so designated
shall be known as the "Commissioner of the Department of Public Works."
In the absence of said appointment, the Mayor of the Township shall
serve as the Commissioner of the Department of Public Works.
In addition to the departments hereinabove designated
that shall constitute the Department of Public Works, the Township
may, from time to time, designate other departments within the Township
of Blairstown to be encompassed and controlled by the Department of
Public Works, provided said designations and appointments of other
departments are made in accordance with law and by a majority vote
of the Township Committee.
The Township Committee shall designate an employee
of the Department of Public Works as the Foreman of said Department.
The Foreman shall oversee the day-to-day operations and shall be responsible
for the filing of a monthly report of the activities of the Department
of Public Works with the Township Committee.
Functions of the Foreman of the Department of
Public Works shall be as follows:
A. To keep and maintain the books and records of the
Department of Public Works in accordance with the directives of the
Township Committee and shall be accountable to the Township Committee
for the use of the equipment, materials, supplies and other items
purchased for and used in the operation of the Department of Public
Works.
B. Prepare weekly, biweekly, monthly reports, or for
such other periods as may be necessary, to establish the payroll records
of the employees of the Department of Public Works in accordance with
the Salary Ordinance of the Township of Blairstown.
C. Prepare monthly reports for the Township Committee
with respect to the activities of the Department of Public Works,
which reports shall include such items as are mandated to be included
by the Township Committee.
D. To safeguard and maintain all equipment purchased
by the Township and used by the Department of Public Works.
E. To comply with such other directives which may be
given from time to time by the Township Committee and/or by the Commissioner
of the Department of Public Works in accordance with the directives
of the Township Committee.
The Township Committee may, from time to time,
designate such other employee of the Township to act as sub-foreman
within the Department of Public Works and in the absence of the Foreman;
such persons named as sub-foremen shall comply with the directives
of the Township Committee and shall perform the duties of the Foreman
in the absence of the Foreman and comply with such other directives
as may emanate from the Township Committee.

A. Position created. The position of Director of Public Works for the
Township of Blairstown is hereby created, which position may be filled,
from time to time, by appointment of the Township Committee as deemed
necessary and appropriate. This appointment shall be consistent with
the provisions of N.J.S.A. 40A:9-154.5.
B. Duties. The Director of Public Works shall supervise the case and
maintenance of streets, roads, avenues, public buildings, public places,
sewers, and motor vehicles within the Township.
C. Municipal Public Works Manager. The Director of Public Works may
be the same individual appointed by the Township Committee to serve
as the Municipal Public Works Manager. Any such appointee shall be
certified in accordance with N.J.S.A. 40A:9-154.6g.
D. Compensation. The compensation for Director of Public Works shall
be fixed annually by the Township Committee within the Salary Ordinance,
which shall be maintained on file in the office of the Township Clerk.
E. Tenure. The Director of Public Works may achieve tenure in accordance
with the provisions of N.J.S.A. 40A:9-154.6, but only if the Township
Committee of the Township of Blairstown shall hereafter pass an ordinance
authorizing tenure for such office.
