There is hereby established in the Township
of Blairstown a recreational advisory committee which shall be known
as the "Recreation Committee."
A. The Recreation Committee shall be comprised of not
fewer than five nor more than 11 members, all of whom shall be citizens
and residents of the Township of Blairstown, serving without pay.
Members shall be appointed by the Mayor with the advise and consent
of the Township Committee.
B. Any member who fails to attend three or more regularly
scheduled meetings in any calendar year may be removed as a member
by resolution of the Township Committee at the request and recommendation
of the Recreation Committee. The Mayor shall appoint a new member
to fill the vacancy created by removal, which newly appointed member
shall serve for the unexpired term of the vacancy.

The members first appointed shall hold office
for one, two and three years, respectively, in such a manner that
the term of at least one member and not more than four members shall
expire in each year according to the number appointed. Thereafter,
all appointments shall be for terms of three years, and all vacancies
shall be filled for the unexpired term only.
One member of the Township Committee shall be
appointed annually by the Mayor, with advise and consent of the Township
Committee, to serve as an ex officio member of the Recreation Committee,
but said member shall have no vote unless he/she or she is also formally
appointed as a member of said Committee. Additional ex officio members
(liaisons) may be appointed annually by the Township Committee.

A. The Recreation Committee shall make recommendations
to the Township Committee with regard to:
(1) The recreational and park needs of the Township.
(2) Existing recreational programs, staffing and facility
requirements.
(3) Plans for the development, improvement, maintenance
and use of Township lands as public parks, recreation areas and playgrounds.
(4) Rules and regulations for the public use of parks,
recreation areas and playgrounds.
(5) An annual budget for recreation, park and playground
activities, including proposed fees to be charged and/or other revenue
sources to be utilized for the financing of said activities. Said
budget recommendation shall include all requests for funding from
each organization seeking financial assistance for sports and youth
programs provided to Township residents.
(6) Undertaking such other duties related to recreational
programs and facilities as may be delegated to it by the Township
Committee.
B. In addition, the Recreation Committee, in its capacity
as advisory board to the Township Committee, shall have the authority,
subject to prior approval by the Township Committee, to:
(1) Establish, administer and regulate recreational programs.
(2) Schedule all recreational activities and other use
and utilization of Township recreational facilities.
(3) Advise the Township Committee on personnel requirements
for the park, recreation and playground activities and assist the
Township Committee in its selection and recruitment of individuals
for the purpose of satisfying said requirements.
(4) Submit vouchers for the payment of all budgeted park,
recreation and playground expenditures approved in advance by the
Township Committee.
The Recreation Committee shall organize annually
on or before January 1 of each year. It shall select a Chairman, Vice
Chairman and such other officers as it deems necessary, appoint a
Secretary, adopt rules and bylaws as required for the proper conduct
of its meetings. Minutes of all Recreation Committee meetings shall
be filed with the Township Clerk and made available upon request to
any interested party.

The Recreation Committee, in conjunction with
its budgetary responsibilities, shall make an annual report to the
Township Committee in December of each year.

The Township Recreation Committee shall be bound
by the terms and conditions of N.J.S.A. 10:4-6 to 10:4-21, inclusive,
commonly known as the "New Jersey Open Public Meetings Act," and shall
annually fix its meeting dates and give appropriate notice of the
time and place of its meetings and shall not conduct any meeting except
in compliance with the law.

There is hereby created the office of Recreation
Director to provide liaison between the Mayor and members of the Township
Committee and the Township Recreation Committee and to assist the
Mayor and members of the Township Committee in the administration
of the Recreation Committee in performing the following duties:
A. Recommend to the Township Committee fees schedules
which shall defray the cost of such recreation programs among the
users.
B. Recommend to the Township Committee the purchase of
equipment and/or facilities necessary for the proper functioning of
its programs.
C. Upon request, submit a proposed recreation budget
for each calendar year. The Township Committee shall annually appropriate,
in its budget, funds to be utilized for such recreation programs as
it deems necessary.
D. Oversee and administer recreational facilities, playground
facilities and other facilities regarding leisure time activities
of the residents of the Township of Blairstown in a safe and appropriate
condition for use.
E. Review all reports and studies developed by the Recreation
Committee or any of its members or subcommittees.
F. Sign all memoranda and reports submitted on behalf
of the Recreation Committee.
G. Submit, as required, reports to the Township Committee
concerning the activities and functions of the Recreation Committee.
H. Assist the residents of the Township in matters within
his/her jurisdiction, to maintain a record of complaints concerning
Township recreation business submitted to his/her attention and to
take proper steps to remedy the causes of such complaint.
I. Keep the Township Committee currently informed of
all matters within his/her jurisdiction by such reports, verbally
or in writing, as advisable or as may be requested by the Township
Committee and to submit an annual written report of work accomplished
at the request of the Township Committee for the benefit of the public.
J. Review existing municipal policies and procedures
relating to recreation and revise and/or recommend new procedures
and policies where necessary in furtherance of residents' recreation
needs.
K. Perform such other duties as may be specifically assigned
by the Mayor and members of the Township Committee from time to time.
L. The duties of the Recreation Director shall be such
that they shall not infringe or derogate upon the powers, rights and
duties of the elected and appointed officials of the Township.
The Township Recreation Director, who need not
be a resident of the Township of Blairstown, shall be appointed by
a majority vote of the Township Committee. The term of office of the
Recreation Director shall be at the pleasure of the Township Committee.
The Recreation Director shall be an at-will
employee who may be terminated at any time by majority vote of the
Township Committee.
In the event that there is a vacancy in the
position of the Recreation Director, or in the event that the Recreation
Director is absent, disabled or disqualified for whatever reason,
the Township Committee, by resolution, shall have the power to designate
an Acting Recreation Director to act in the place of the Recreation
Director, and any action taken by this person shall be deemed the
official act of the Recreation Director.
The Recreation Director shall receive such salary
and have such hours of employment as the Township Committee may fix
from time to time by ordinance and/or resolution or other appropriate
action.
