As used in this article, the following terms
shall have the meanings indicated:
CORRUGATED CARDBOARD
Cardboard, which has been processed to have forms or shapes
like wrinkles or folds or into alternating ridges.
DESIGNATED RECYCLABLE MATERIALS
Those recyclable materials, including metal, glass, paper
or plastic beverage containers, newspapers, and waste oil, as designated
in this article to be source separated.
GLASS
All products made from silica or sand, soda ash and limestone,
the product being transparent or translucent and being used for packaging
or bottling of various matter, and all other materials commonly known
as "glass," excluding, however, blue and flat glass commonly known
as "window glass."
OFFICE PAPER
White or colored ledger, computer, letterhead and tab cards.
All other paper is excluded.
SOLID WASTE
All garbage and rubbish normally collected within the Township
of Blairstown or by its authorized agents.
USED ALUMINUM CANS
All disposal containers fabricated primarily of aluminum
and commonly used for soda, beer or other beverages and usually having
a capacity of between seven and 16 ounces.
USED NEWSPAPERS
Paper of the type commonly referred to as newsprint and distributed
at stated intervals, usually daily or weekly having printed thereon
news and opinions and containing advertisements and other matters
of public interest. Excluded are all magazines and other paper products
of any nature whatsoever. Excluded from this article is such paper
commonly known as junk mail, magazines and other similar paper and
material. Only office computer paper, printouts, white or colored
computer paper, letterheads, tab cards and all other type paper are
specifically excluded.
METALS
Limited to tin and steel fruit, vegetable or soup cans and
the like. All other metals, metal by-products of whatsoever kind are
strictly prohibited from the Township recycling center. All metal
and tin cans should be crushed at the time they are delivered to the
recycling center.
There is hereby created the position of Recycling
Coordinator of the Township of Blairstown.
Subject to the approval of the majority of the
Township Committee, the Recycling Coordinator of the Township of Blairstown
is hereby authorized and directed to establish and promulgate reasonable
regulations as to the manner, days and times for the collection of
used and other recyclables in accordance with the terms hereof. The
Township Committee may, by majority vote, change, ratify, repeal or
amend any portion of said rules and regulations.
From September 1 to December 31 of each year,
the owner, lessee, renters, or occupant of every property within the
Township shall source separate leaves from solid waste generated at
that property. Leaves shall be disposed of either by a property owner's
compost or by the occupant's delivery of leaves to the Warren County
Disposal Center.

A. It shall be mandatory for all persons except those
physically disabled, as determined by a medical doctor, who are owners,
lessors, renters or occupants of residential property to separate
from other solid waste such newspapers, aluminum or tin cans, glass
and plastic garbage containers as defined in this article, from any
other trash or garbage produced by any such residence and shall separately
bundle same for collection by the designated agent of the Township
of Blairstown in accordance with all applicable regulations. All such
owners, lessors, renters or occupants of residential property shall
be entitled to the above described curbside recycling service.
B. The designated agent may be directed from time to
time by the regulations referred to in this article or by resolution
of the Township Committee of the Township of Blairstown, to deliver
all or any portion of the recyclable materials so collected to the
Blairstown Township Recycling Center in lieu of disposal at any other
disposal center, without costs to the Township.
It shall be mandatory for all persons who own,
lease or occupy nonresidential establishments and public institutions
or facilities to separate from other solid wastes glass, aluminum,
newsprint, cardboard and office paper as defined in this article and
ensure that these items are being recycled.

All persons, who are owners, lessors, renters
or occupants of property within the Township of Blairstown, shall
be responsible to place all separated recyclable material at the curbside
for pickup, collection and recycling by the Township of Blairstown,
or its designated collection agent, at such times as determined by
the Recycling Coordinator or the Township's designated agent, in the
event the agent is a private collection service. Recyclable material
shall not be placed at the curbside for pickup collection and recycling
earlier than 6:00 p.m. of the previous day established for that pickup.
It shall be mandatory for all owners, lessees,
and occupants of nonresidential establishments and public institutions
or facilities to submit documentation in the form of certified weight
slips or a signed business form letter by their recycling market verifying
that they accepted the materials for recycling. This documentation
must be sent to the Recycling Coordinator or his/her designee no less
frequently than quarterly. Commencing January 1, 1989, recycling documentation
will be due on or before the 8th of the month following the end of
each quarter.
The Recycling Coordinator shall promulgate reasonable
regulations establishing the collection of recyclable materials, including
the manner, dates and times of collection of same in accordance with
the terms of this article. Any such regulations promulgated by the
Recycling Coordinator shall be approved by the Township Committee
of Blairstown Township and may be changed, modified, repealed or amended
in whole or in part by majority vote of the Township Committee. Upon
adoption of these regulations, citizens of the Township of Blairstown
shall be so advised through any reasonable means of communication,
including local newspapers. Thereafter, all citizens shall be responsible
to comply with the requirements of this article.

From the time of placement at the curbside in
Blairstown Township, recyclable items shall be the property of the
Township of Blairstown or its authorized agent. Nothing contained
herein, however, shall be construed to limit volunteers or charitable
organizations from conducting recycling drives. Written weights of
all recyclables collected by volunteers or charitable organizations
shall be reported, in writing, to the Recycling Coordinator each month.
The date, time, place and nature of collection shall be presented
in writing to the Recycling Coordinator prior to any such drive taking
place. Regularly scheduled or established collections need only be
reported once, at the beginning of each calendar year.
The Recycling Coordinator or his/her duly authorized
designee, is hereby designated and authorized as the enforcement officer
in this article.
Any person, firm, or corporation, who shall
violate or fail to comply with any provision of this article, or of
any regulation promulgated pursuant thereto, shall upon conviction
thereof be punished by a fine not to exceed $1,000. An initial conviction
shall be punished by the issuance of a warning.
