This chapter shall be known as the "Mobile Homes, Trailers and Camp Law of the Village of New York Mills, New York".
A. 
It is the purpose of this chapter to promote the health, safety and general welfare of the inhabitants of the Village of New York Mills, New York by the regulation of mobile homes, mobile home parks, trailers, trailer camps, and other seasonally occupied camps, cottages, cabins, etc., within the Village of New York Mills, New York. It is also the intent of this chapter to enforce minimum standards for said facilities, establishing requirements for the design, construction, alteration, extension and maintenance of such uses and its related utilities and facilities; authorizing the issuance of permits or licenses for the construction, alteration and extension of such uses; authorizing the inspection of said facilities; and fixing penalties for violations.
B. 
It shall be unlawful for any person to park, install or occupy as a dwelling or otherwise, a mobile home on any public or private property in the Village of New York Mills.
Any person, firm or corporation who violates any provision of this chapter shall be guilty of a violation and subject to a fine not exceeding $250 or to imprisonment for a period of not less than one day nor more than 15 days, or both such fine and imprisonment, and, in addition, the violation of this chapter or any of the provisions thereof shall subject the person, firm or corporation violating the same to a civil penalty in the sum of $250, and when a violation of this chapter or any of the provisions thereof is continuous, each week (seven days) thereof shall constitute a separate and distinct violation; said penalty to be reserved by the Village of New York Mills in a civil action. The application of the above penalty or penalties or the prosecution for the violation of the provisions of this chapter shall not prevent the revocation of any permit or license issued pursuant thereto.
In any case where any provision of this chapter is found to be in conflict with a provision of any zoning, building, fire, safety or health law or ordinance, the provision which establishes the higher standard for the protection and promotion of the health and safety of the people shall prevail. In any case where provisions of this chapter are found to be in conflict with the provisions of any other ordinance or code of the Village of New York Mills existing on the effective date of this chapter which establishes a lower standard for the protection and promotion of the health and safety of the people, the provisions of this chapter shall be deemed to prevail and such other ordinances, laws or codes are hereby declared to be repealed to the extent that they may be in conflict with this chapter.
