It shall be lawful for any authorized organization as defined in § 476 of the General Municipal Law, upon obtaining the required license, to conduct the game of bingo within the territorial limits of the Town of Richmond, subject to the provisions of this article, Article 14-H of the General Municipal Law and Article 19-B of the Executive Law.
Any game of bingo conducted within the town pursuant to a license issued in accordance with this article and the applicable statutes may be operated by authorized organizations on the first day of the week, commonly known as "Sunday."
Upon adoption of this article by the Town Board of the Town of Richmond, a certified copy is to be immediately submitted to the Ontario County Board of Elections to allow the following proposition to be placed on the general election ballot in November: "Shall games of bingo be allowed to be conducted in the Town of Richmond in accordance with applicable state and local laws and regulations?"
This article shall take effect immediately upon filing with the Secretary of State's office, following its approval at referendum by a majority of qualified voters voting thereon at a general election held pursuant to the provisions of § 24 of the Municipal Home Rule Law.[1]

This article is enacted pursuant to the authority of Article 9-A of the General Municipal Law of the State of New York and shall be known as the "Games of Chance Law of the Town of Richmond, Ontario County, New York."
The words and terms used in this article shall have the same meanings as such words and terms are used in Article 9-A of the General Municipal Law, unless otherwise provided herein or if the context requires a different meaning. As used in this article, the following terms shall have the meanings indicated:

TOWN
Town of Richmond, Ontario County, New York.
A. 
Games of chance may be conducted in the town by an authorized organization, after obtaining a license therefor, in accordance with the provisions, requirements and limitations of Article 9-A of the General Municipal Law, the rules and regulations of the New York State Racing and Wagering Board and this article.
B. 
The conduct of games of chance on Sundays is authorized, except as otherwise provided in Article 9-A of the General Municipal Law.
The conduct of games of chance shall be further subject to any restrictions contained in § 189 of the General Municipal Law of the State of New York.
The officer in charge of the Town of Richmond shall exercise control over and supervision of all games of chance conducted under a duly authorized license. The officer in charge shall have all those powers and duties set forth in and for the enforcement of Article 9-A of the General Municipal Law.
