The Township of Adams has expressed its intent to cooperate with other near or adjacent communities and municipalities for the assumption, delegation and/or transfer of responsibilities with respect to the construction and maintenance of streets and roads, their signage and decoration.
The Township of Adams hereby authorizes agreements between itself and Mars Borough and other near or adjacent communities and municipalities and any other signatory municipalities which provide for the assumption, delegation and/or transfer of responsibilities with respect to the construction and maintenance of streets and roads, their signage and decoration.
The duration of such agreement(s) shall be indefinite subject to termination as provided in such agreement(s) entered into between the municipality/municipalities.
The purpose and objectives of the agreement(s) is/are to foster and increase cooperation among the various signatory municipalities to improve the construction and maintenance of the roads, their signage and decoration.
Each municipality shall be responsible for such expenses incurred by reason of any action taken pursuant to any cooperative agreement as set forth in such cooperative agreement.
Any organizational structure necessary to implement such agreement shall be set forth in such agreements.
All property, real or personal, which may be acquired, managed, licensed, leased or disposed of shall be done pursuant to such joint cooperation agreement(s).
The municipality shall retain the responsibility for the management, direction and control of its employees except as set forth in any such joint municipal cooperation agreement(s).
This article shall become effective upon the execution of the agreement and enactment of ordinances by each of the municipalities who are or in the future may become parties to cooperative agreements pursuant hereto.
