For the protection of the public against fraud
and imposition, all persons selling or soliciting orders for goods
or merchandise from house to house or in buildings within the limits
of the Borough of Ingram shall be required to register with the Police
Department stating the kind or character of goods or merchandise they
are selling; their names, occupation, residence and reference as to
their character for honesty and integrity; as well as reference to
the person, firm or corporation for whom they are selling said goods
and which is to supply the goods or merchandise sold. Such registration
shall be in the form of an application to said Department for a permit
to act as such agent or solicitor, and shall be made in the manner
prescribed by the Mayor and Chief of Police, and upon forms supplied
by the Department upon request. If the Chief of Police, upon examination
of said application without delay, shall find the statements and references
verified, he shall forthwith issue said permit to the applicant. In
case said statements and references are not verified, permits shall
be refused.
Any person selling or offering to sell or soliciting orders from house to house or in buildings within the Borough of Ingram for such goods or merchandise without having first obtained such permit hereinbefore referred to in §
132-1 shall be subject, upon conviction before the Mayor or a District Justice within said Borough, to a fine of not more than $600, plus costs of prosecution, and in default of payment of such fine and costs to a sentence of not more than 30 days in jail.
This chapter shall not be construed so as to
prohibit farmers, gardeners or dairymen from selling or soliciting
orders for the products of their own farms, gardens or dairies.

Solicitation and peddling in the Borough shall be limited to
the hours of 11:00 a.m. to 6:00 p.m.
