There is hereby established in the Township
of Blairstown the position of Office Manager, which said position
shall be deemed to be nontenured.
Compensation for the position of Office Manager
shall be established by ordinance adopted pursuant to applicable state
regulation.
The Office Manager shall:
A. Serve as intermediary or liaison between various Township
municipal boards, agencies, committees, commissions and departments
and their professional advisors and the Township Committee and facilitate
communication within the local governmental framework.
B. Maintain harmony among workers and attempt to resolve
grievances at an informal level; perform or assist subordinates in
performing duties; adjust errors and complaints and act as first contact
in conflict resolution among staff. Notwithstanding anything herein
contained to the contrary, it is expressly understood that the Township
Office Manager shall not be responsible for imposing discipline against
employees.
C. Handle all complaints concerning day-to-day operations
of the Township and direct to the appropriate authority those complaints
that cannot be solely resolved by the Office Manager.
D. Prepare and submit to the Township Committee such
reports as may be required by that body or as the Office Manager may
deem advisable to submit.
E. Act as the administrative officer in daily operations
of running town hall, including reviewing staffing needs, vacation
scheduling, lunch coverage and employee supervision.
F. Establish a long-term plan in conjunction with the
Township Committee to meet the changing governmental needs of our
citizens.
G. Coordinate the operation of all departments, offices,
and agencies of the Township in accordance with Township Committee
policies and direction and periodically report on it.
H. Maintain close liaison with department heads and advise
the governing body of operations and projects in progress.
I. Perform any other powers and duties as may be assigned
by the Township Committee.
