Unless otherwise expressly stated, the following words shall, for the purpose of this chapter, have the meaning herein indicated:
APPLICANT
A landowner or developer, as hereinafter defined, who has filed an application for development, including his heirs, successors and assigns.
APPLICATION FOR DEVELOPMENT
Every application, whether preliminary or final, required to be filed and approved prior to start of construction or development, including but not limited to an application for a building permit, for the approval of a subdivision plat or plan or for the approval of a land development plan.
BLOCK
An area bounded by streets.
BUILDING LINE
A line parallel to the front, side or rear lot line set so as to provide the required yard.
CARTWAY
The area of a street, road or alley used for vehicular traffic.
CLEAR SIGHT TRIANGLE
The area of unobstructed vision at street intersections. Defined by lines of sight between points at a given distance from the intersection of street center lines.
COMMISSION
The Planning Commission of Loyalsock Township, Lycoming County, Pennsylvania.
COUNTY
County of Lycoming, Pennsylvania.
CUL-DE-SAC
A street open at one end for vehicular or pedestrian access with the opposite end terminating in a vehicular turnaround.
DEVELOPER
Any landowner, agents of such landowner or tenant with the permission of such landowner, who makes or causes to be made a subdivision of land or a land development.
DWELLING
A building designed for residential purposes and used as the living quarters for one or more families.
DWELLING GROUP
A group of two or more single-family, two-family or multifamily dwellings occupying a lot in one ownership.
DWELLING, MULTIFAMILY
A building used by three or more families, living independently of each other and doing their own cooking, including apartment houses.
DWELLING, SINGLE-FAMILY, ATTACHED (ROW)
A building used by one family, and having two party walls in common with other buildings.
DWELLING, SINGLE-FAMILY, DETACHED
A building used by one family, having only one dwelling unit and having two side yards.
DWELLING, SINGLE-FAMILY, SEMIDETACHED
A building used by one family, having one side yard and one party wall in common with another building.
DWELLING, TWO-FAMILY, DETACHED
A building used by two families, with one dwelling unit arranged over the other, and having two side yards.
DWELLING, TWO-FAMILY, SEMIDETACHED
A building used by two families, with one dwelling unit arranged over the other, having one side yard and one party wall in common with another building.
DWELLING UNIT
One or more rooms used for living and sleeping purposes, and having a kitchen with fixed cooking facilities arranged for occupancy by one family.
EASEMENT
A right granted to use certain land area for a special purpose consistent with the general property rights of the owner.
ENGINEER
A registered engineer retained by the municipality, authorized to practice engineering as defined by the Registration Act of the Commonwealth of Pennsylvania.
ENGINEERING SPECIFICATIONS
The engineering specifications of the municipality regulating the installation of any required improvements, or for any facility installed by an owner, subject to public use.
GOVERNING BODY
The Board of Supervisors of Loyalsock Township, Lycoming County, Pennsylvania.
HEALTH OFFICIAL
Sanitarian of the State Department of Health, local Health Officer, or other qualified personnel.
HEARING
An administrative proceeding conducted by a Board pursuant to 53 P.S. § 10909.1.[1]
INTERIOR WALK
A right-of-way for pedestrian use extending from a street into a block or across a block to another street.
LAND DEVELOPMENT[2]
Any of the following activities:
A. 
The improvement of one lot or two or more contiguous lots, tracts or parcels of land for any purpose involving:
(1) 
A group of two or more residential or nonresidential buildings, whether proposed initially or cumulatively, or a single nonresidential building on a lot or lots regardless of the number of occupants or tenure; or
(2) 
The division or allocation of land or space, whether initially or cumulatively, between or among two or more existing or prospective occupants by means of, or for the purpose of, streets, common areas, leaseholds, condominiums, building groups or other features.
B. 
A subdivision of land.
C. 
Development in accordance with 53 P.S. § 10503(1.1).
LANDOWNER
The legal or beneficial owner or owners of land, including the holder of an option or contract to purchase (whether or not such option or contract is subject to any condition), a lessee if he is authorized under the lease to exercise the rights of the landowner, or other person having a proprietary interest in land, shall be deemed to be a landowner for the purposes of this chapter.
LOT
A designated parcel, tract or area of land established by a plat or otherwise as permitted by law and to be used, developed or built upon as a unit.

LOT AREA
Area contained within the property lines, excluding street area but including the area of any easement.
LOT, DOUBLE FRONTAGE
A lot, the opposite ends of which abut on streets.
LOT, REVERSE FRONTAGE
A lot between an arterial street and a minor street with vehicular access only from the minor street.
LOT, WIDTH
Width of a lot measured at the building setback.
MANUFACTURED HOME
A structure, transportable in one or more sections, which is built on a permanent chassis, and is designed for use with or without a permanent foundation when attached to the required utilities. The term includes park trailers, travel trailers, recreational and other similar vehicles which are placed on a site for more than 180 consecutive days.

MANUFACTURED HOME LOT
A parcel of land in a manufactured home park, improved with the necessary utility connections and other appurtenances necessary for the erection thereon of a single manufactured home.

MANUFACTURED HOME PARK
A parcel of land under single ownership, which has been planned and improved for the placement of two or more manufactured homes for non-transient use.

MUNICIPAL ENGINEER
A professional engineer licensed as such in the Commonwealth of Pennsylvania, duly appointed as the engineer for a municipality, planning agency or joint Planning Commission.

MUNICIPALITY
The Township of Loyalsock, Lycoming County, Pennsylvania.
NEW CONSTRUCTION
Structures for which the start of construction commenced on or after May 16, 1977 and includes any subsequent improvements thereto.

OFFICIAL MAP
A map adopted by ordinance pursuant to 53 P.S. § 10401 et seq.

PERSON
Any individual or group of individuals, partnership, copartnership or corporation.
PLAN, FINAL
A complete and exact subdivision plan, prepared for official recording as required by statute, to define property rights and proposed streets and other improvements.
PLAN, PRELIMINARY
A tentative subdivision plan, in lesser detail than a final plan, showing approximate proposed street and lot layout as a basis for consideration prior to preparation of a final plan.
PLAN, SKETCH
An informal plan, not necessarily to scale, indicating salient existing features of a tract and its surroundings and the general layout of the proposed subdivision.
PLANNING AGENCY or PLANNING COMMISSION
The Loyalsock Township Planning Commission.
PLAT
The map or plan of a subdivision or land development, whether preliminary or final.
PUBLIC GROUNDS
Includes:

A. 
Parks, playgrounds, trails, paths and other recreational areas and other public areas.
B. 
Sites for schools, sewage treatment, refuse disposal and other publicly owned or operated facilities.
C. 
Publicly owned or operated scenic and historic sites.
PUBLIC NOTICE
Notice published once each week for two successive weeks in a newspaper of general circulation in the Township of Loyalsock, Lycoming County, Pennsylvania. Such notice shall state the time and place of the hearing and the particular nature of the matter to be considered at the hearing. The first publication shall be not more than 30 days and the second publication shall not be less than seven days from the date of the hearing.

RESERVE STRIP
A strip of land adjacent to a street intended to control access to the street from an adjacent property.
RIGHT-OF-WAY, STREET
A strip of land between property lines for use as a road, street or alley.
SANITARY SEWER
A pipe for conveying sewage and excludes stormwater, surface water and groundwater.
SIGHT DISTANCE
The maximum extent of unobstructed vision (in a horizontal or vertical plane) along a street from a vehicle located at any given point on a street.
STORM SEWER
A pipe or open ditch, drainage channel for conveying rainwater, surface water, condensation, cooling water, and similar liquid waste, exclusive of sewage or industrial waste to a natural watercourse or other outlet, as approved.
STREET
Includes street, avenue, boulevard, road, highway, freeway, parkway, lane, alley, viaduct and any other ways used or intended to be used by vehicular traffic or pedestrians, whether public or private, and for the purpose of this chapter shall be classed as follows:
A. 
ARTERIALTraverse through the municipality and are used primarily for through, fast or heavy traffic.
B. 
COLLECTORCarry traffic from minor streets to the major system of arterial streets, including principal entrance streets of a residential, commercial or industrial development and streets for a major circulation within such developments.
C. 
MINOR STREETSAre used primarily for access to the abutting properties.
D. 
MARGINAL ACCESS STREETSAre minor streets which are parallel to and adjacent to primary streets, and which provide access to abutting properties and protection from through traffic.
E. 
ALLEYSAre minor ways which are used primarily for vehicular service access to the back or the side of properties otherwise abutting on a street.
STREET, HALF OR PARTIAL
A street, generally parallel to and adjacent to a property line, having a lesser right-of-way width than normally required for satisfactory improvement and use of the street.
STREET WIDTH
The shortest distance between the lines delineating the right-of-way of a street.
STRUCTURE
Any man-made object having an ascertainable stationary location on or in land or water, whether or not affixed to the land.
SUBDIVIDER
A person, copartnership or corporation owning land in the municipality and for which a land subdivision application is filed and processed under the provisions of this chapter.
SUBDIVISION
The division or redivision of a lot, tract or parcel of land by any means into two or more lots, tracts, parcels or other divisions of land, including changes in existing lot lines for the purpose, whether immediate or future, of lease, partition by the court for distribution to heirs or devisees, transfer of ownership or building or lot development; provided, however, that the subdivision by lease of land for agricultural purposes into parcels of more than ten acres, not involving any new street or easement of access or any residential dwelling, shall be exempted.[3]
SUBDIVISION, MINOR
Any subdivision abutting an existing public street or road involving not more than five lots, parcels of land or other division of land which does not require a new street, the installation of sanitary sewers, storm sewers, water mains or pipes, or other public improvements.
SURVEYOR
A registered surveyor, as defined by the Registration Act of the Commonwealth of Pennsylvania.
TOPOGRAPHIC MAP
A map showing the elevations of the ground by contours or elevations.
VARIANCE
Relief granted pursuant to the provisions of 53 P.S. § 10601 et seq. and 53 P.S. § 10901 et seq.[4]
