Any person, partnership or corporation owning or operating a restaurant or establishment which is primarily in the business of preparing and selling food, with the consumption of said food to be on or off premises, shall apply to the Clerk of the Borough of Runnemede for a license entitling said individual, partnership or corporation to keep or operate such an establishment.
The application for the above referred to license shall describe the premises, where the establishment is located or is proposed to be located, the purpose or purposes for which it is maintained, a statement as to the seating capacity of such establishment and shall be accompanied by written approval of the Board of Health of the Borough of Runnemede, said approval indicating the applicant's compliance with the local and state rules and regulations governing location of and sanitation at such establishment.

All such licenses issued for establishments as above described shall state the purpose for which the establishment is maintained, and all such licenses shall expire on the first day of July of each year and be subject to revocation by the governing body of the Borough of Runnemede on the recommendation of the State Department of Health and Senior Services or the Runnemede Board of Health for failure to comply with the rules and regulations of the State Department of Health and Senior Services or the Runnemede Board of Health after the owner of the establishment has been afforded a hearing on such proposed revocation.
Such licenses as hereunder issued shall not be transferable to another owner or be usable for different premises. The applicant for the license shall pay to the Borough Clerk the sum of $25, annually, said amount to be disbursed to the general treasury of the Borough of Runnemede.
