A. 
There is hereby imposed upon each property located within the Township limits served by the sewer system and having the use thereof a quarterly sewer rent, payable as hereinafter provided, for the use, whether direct or indirect, of the sewer system, based on such rates and in accordance with such classifications as are hereinafter from time to time established by the Lower Pottsgrove Township Authority.
B. 
All sewer rentals and charges shall be due and payable at the same time billed and with applicable discounts and penalties.
C. 
No sanitary sewage or industrial waste shall be received into the sewer system from sources outside the Township limits except upon payment therefor as may be satisfactory to the Township.
D. 
It is the purpose of this section to provide for the recovery of costs from users and industrial uses of the Borough's wastewater disposal system for the implementation of the program established herein. The applicable charges or fees shall be set forth in the Borough's Schedule of Charges and Fees. The Borough may adopt charges and fees, which may include:
(1) 
Fees for reimbursement of costs of establishing and operating the Borough's pretreatment program.
(2) 
Fees for monitoring, inspections and surveillance procedures, including, but not limited to, any and all engineering, legal, administrative, insurance and testing costs and expenses.
(3) 
Fees for reviewing accidental discharge procedure and construction.
(4) 
Fees for permit applications.
(5) 
Fees for filing appeals.
(6) 
Fees for consistent removal by the Borough of pollutants otherwise subject to federal pretreatment standards.
(7) 
Other fees the Borough may deem necessary to carry out the requirements contained herein.
E. 
These fees are related solely to the matters covered by this part and are separate from all other fees chargeable by the Borough.
