A. 
It shall be the duty of the police officers of the Township to report:
(1) 
Any vehicle that is parked in violation of any provision of this Chapter 228, Articles IV, VI, VII and VIII, regulating parking of vehicles;
(2) 
The date and hour of such violation;
(3) 
The state and license number of such vehicle; and
(4) 
Any other facts, the knowledge of which shall be necessary for a thorough understanding of the circumstances attending the violation.
B. 
Each such police officer shall place upon such vehicle a notice to the owner or operator thereof that such vehicle was parked in violation of a provision of this Chapter 228 and instructing such owner or operator that, if he shall report to the Police Headquarters of Lower Pottsgrove Township and pay, for the use of the Township, the sum of $10 within 72 hours after the time of such notice, the same shall save such violator from prosecution and from payment of the fine and costs hereinafter provided. Parking in violation of § 228-40 regulating parking reserved for handicapped persons and disabled veterans shall subject the operator to a ticket cost of $25. The failure of said owner or operator to make the payment of the ticket cost set forth above at the Police Headquarters of the Township of Lower Pottsgrove shall then render such owner or operator subject to the penalties hereinafter provided in § 228-64 for such violation of the provisions of this Chapter 228.
For any person violating any of the provisions of this Chapter 228 who has failed to pay the cost of ticket as set forth in § 228-63 above, the Lower Pottsgrove Township Police Department shall file a summary traffic citation at District Court for each and every such violation and, upon conviction of said violation or violations, the violator shall pay a fine of not less than $30, nor more than $50, plus additional costs of prosecution.
