There shall be a department of health, the head
of which shall be the director of public health. He shall be appointed
by the mayor to serve at the pleasure of the mayor. The director of
public health shall be a licensed physician and his appointment shall
be made as prescribed by law. He shall receive such compensation as
may be set by ordinance.
(1)
The director of public health shall be responsible
for the enforcement of all laws, ordinances, rules and regulations
respecting public health within the town.
(2)
He may serve as school medical inspector.
(3)
He shall make inspections of sanitary conditions upon
complaints or upon his own initiative and shall as often as is required
report to the mayor and the town council the result of his inquiries.
(4)
He may make complaint, without giving surety for costs,
in all cases of violation of any law, ordinance, rule or regulation
relating to public health in the town;
(5)
He may appoint such assistants as he deems necessary within the limits of the appropriations therefore in order to carry out his required duties, provided that such appointments are in conformity with Article XVI on personnel in this Charter;
(6)
He may request additional assistance of the mayor,
who may at his discretion assign other personnel of the town to assist
the director of public health.
