The laws of the state in their application to the town shall continue in effect, except insofar as they are inconsistent with the lawful provisions of this Charter or any legally adopted ordinance of the town.
All ordinances, resolutions, rules and regulations of the town of Johnston in force at the time when this Charter takes effect, not inconsistent with the provisions of this Charter shall continue in force until amended or repealed.
All committees, commissions, boards, departments and offices of the town in existence at the time this Charter takes effect shall continue until abolished, reorganized or superseded by this Charter or action taken under this Charter in accordance with law.
Any person holding an office or position in the government of the town at the time when this Charter takes effect shall retain such office or position and continue in office and in the performance of his duties until provision shall have been made in accordance with this Charter for the performance of such duties by a person or body thereunto authorized, or the discontinuance of such office, unless as otherwise provided in this Charter or by law.
All taxes levied or assessed by the town prior to the effective date of this Charter which have not been collected by the town, shall be collected with any penalties thereon, by the town government hereby established, in accordance with law.
All leases, franchises and obligations entered into by the town or for its benefit, prior to this Charter taking effect, shall continue in full force and effect.
No action or proceeding civil, criminal, in law or equity pending at the time when this Charter shall take effect, brought by or against the town or any office, department or agency or officer thereof, shall be affected or abated by the adoption of this Charter or by anything in said Charter contained.
All records, property and equipment whatsoever of any office, department, or agency or part thereof, the powers and duties of which are assigned in whole or in part thereof to another office, department or agency by this Charter, shall be transferred and delivered forthwith to the office, department or agency to which such powers and duties are so assigned.
