A. 
The Borough of Newfield has established certain Advisory Boards and Commissions through ordinance. Those Advisory Boards and Commissions are as follows: Advisory Board on Economic Development, Recreation Commission, Shade Tree Commission.
B. 
The Mayor and Borough Council have determined that certain policies and procedures should be established for each such Board or Commission in order to facilitate the oversight of said Boards and Commissions by the Mayor and Borough Council.
The following policies and procedures shall be common to all Advisory Boards and Commissions established by the Borough of Newfield:
A. 
There shall be a council liaison appointed by the Mayor to each advisory board or commission.
B. 
No more than one council member shall serve on any one advisory board or commission.
C. 
Monthly reports shall be prepared and provided to the Mayor and Borough Council within one week of a regularly scheduled advisory board or commission meeting. Said written report may be provided to the council person liaison, to the advisory board or commission, or directly to Mayor and Council. Each monthly report shall include a treasurer's report setting forth a current balance that is held in any bank account of the advisory board or commission and a statement indicating any revenues taken during the previous month, and any monies expended and stating the reason for the expenditure.
D. 
A year-end summary report shall be provided by the advisory board or commission to the Mayor and Council not later than the first regularly scheduled meeting of the Mayor and Council of the Borough of Newfield following the reorganization meeting. Said report must be in writing, and provide a summary of the previous year's meetings, activities, events, and year-end financial statement.
E. 
Any schedule of events or any newsletter or other literature of an advisory board or commission must be submitted to the Mayor and Borough Council in order to coordinate scheduling with any and all other Borough activities. No flyers, newsletters, or other such written informational items should be mailed or distributed by the advisory board or commission indicating information concerning upcoming events prior to receiving a determination by Council that the schedule or any newsletter or other literature is appropriate and does not conflict with other Borough functions. Such event schedules or any newsletter or other literature should be supplied to the Mayor and Borough Council sufficiently in advance of any scheduled Borough Council meeting so as to provide Mayor and Council with sufficient time to review the schedule of events or any newsletter or other literature and insure that there are no conflicts with other Borough activities.
F. 
The reorganization meeting of any advisory board or commission of the Borough of Newfield shall take place within seven days following the appointment of new members to the advisory board or commission by the Mayor. Reorganization shall not be required, however, should the Mayor's appointment result from a midterm appointment due to the resignation or other midterm vacancy.
G. 
All advisory boards and commissions shall keep written minutes of all regular or special meetings. Copies of such minutes shall be provided no later than seven days after the minutes are approved by the advisory board or commission to the Borough Clerk.
It is the intent of this article to apply to any and all advisory boards or commissions established by the Borough of Newfield. To the extent that any requirements of this article should conflict with any provisions of an ordinance establishing an advisory board or commission, the provisions herein shall supersede any provision contained therein to the contrary.
