Nothing in this chapter shall require any change
in a building permit, site plan, or zoning variance which was approved
before the enactment of this chapter, but is in violation of this
chapter, provided that construction based on such a building permit
shall have been started within the effective period of the permit,
but not to exceed one year from the effective date of this chapter,
and, in the case of a site plan or variance, a building permit shall
have been issued within 90 days following the effective date of this
chapter. In all instances, the project shall be continuously pursued
to completion, otherwise said approvals and permits shall be void.
