A. 
A schedule of sewer rents is hereby established by the Village of Coxsackie pursuant to § 452 of the General Municipal Law of the State of New York. This schedule shall apply to the whole of the sewer system operated by the Village of Coxsackie and lying within the Village limits of the Village of Coxsackie.
B. 
A charge computed on such schedule shall be paid for each dwelling unit connected to such system and each other industrial, commercial, business or other establishment. Such charges shall be billed quarterly, shall be a lien on the property served and shall be collected pursuant to provisions of the Village Law.
C. 
The basis for the charge for such rents shall be the amount of water consumed by the user as indicated on the user's water meter, and such charges shall be as set forth in the schedule below. In the event that the user is not connected to the Village water system or obtains part of his water from sources other than the Village water system, a special arrangement must be made with the Village Board for charges to be made for the sewer rent.
D. 
The sewer rents shall be billed and become due commencing with the water billing of July 1, 1973, and shall be payable with the rendering of such bill. Payments may be made without penalty at any time within 30 days from the date of the rendering of such bill. Thereafter, a penalty of 10% per quarter will be charged.

E. 
An additional cost as determined by the Village Board will be allocated to nonresidential users whenever:
(1) 
The peak wastewater flow is greater than five times the average.
(2) 
The biochemical oxygen demand is greater than 200 parts per million.
(3) 
The suspended solids are greater than 260 parts per million.
(4) 
The quality of the waste is such as to otherwise increase treatment costs.
F. 
The rate schedule shall be as established from time to time by resolution of the Village Board.
