No railroad company or corporation or any engineer, conductor, fireman or other person in the employ of any such company or corporation shall cause or permit any locomotive, car or cars to stop and stand on or across any public street, avenue, sidewalk or lane in the Village of Coxsackie so as to obstruct travel over the same or any part thereof for a period longer than five minutes at a time, except when necessarily loading or unloading the same with passengers or freight.

No railroad company or corporation or any engineer, conductor or employee thereof shall propel or permit to be propelled any locomotive, car or train over any public street or avenue in the Village of Coxsackie where there is a grade crossing at a greater rate of speed than 15 miles an hour, unless such grade crossing is guarded by gates with a person or persons to open and close the same when a train or locomotive passes over the same.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
