A. There
is hereby established the position of Town Administrator, who shall
be appointed by the Select Board on the basis of education, executive
and administrative qualifications and experience in public or business
administration.
B. The
Town Administrator shall devote full time to the duties of the position
and shall not engage in any other business or occupation during employment
with the Town. During the time the Town Administrator holds office,
the Town Administrator shall hold no elective Town office, but the
Select Board may appoint the Town Administrator to any other office
or position consistent with the office.
A. The
Select Board by a majority vote of the full membership of the Board
shall appoint the Town Administrator for a three-year term and shall
fix the compensation of the Town Administrator within the amount appropriated.
B. Any
vacancy in the office of the Town Administrator shall be filled as
soon as possible by the Select Board. During the course of any vacancy,
the Select Board shall appoint a suitable person as acting Town Administrator
to perform the duties of the office.
The Town Administrator shall act as the agent for the Select
Board and shall, under the general supervision and policy direction
of the Select Board:
A. Supervise,
direct and be responsible for the efficient administration of all
departments and employees within the jurisdiction of or appointed
by the Select Board.
B. Compile
the annual operating budget and the annual capital improvements program
for all Town agencies and submit the same to the Select Board and
the Finance Committee.
C. Assist
the Select Board in the recruitment and selection of department heads
and employees by making recommendations to the Select Board.
D. Attend
all regular and special meetings of the Select Board unless excused
and have a voice but no vote in all of its discussions.
E. Attend
all regular and special sessions of the Town Meeting to answer questions
and provide information as requested.
F. Keep
the Select Board informed as to the financial conditions and needs
of the Town.
G. Coordinate
the activities and functions of the Town Accountant, Treasurer, Collector
and Board of Assessors.
H. Enforce
the policies of the Select Board, votes of Town Meeting and bylaws.
I. Exercise
general supervision over the personnel, organization, systems and
practices of the Select Board's office.
J. Assist
the Select Board in the collective bargaining process.
K. Act
as the liaison and represent the Select Board before state, federal
and regional authorities.
L. Hold
periodic meetings with department heads and employees under the control
of the Select Board.
M. Perform
any other duties required by votes of the Select Board, Town Meeting
votes and by bylaw.
