This Charter shall become effective on the first day of July
2004 except for the transitional provisions of Article X11 of this
Charter which shall become effective upon certification of the adoption
of this Charter under the election laws of the Commonwealth of Pennsylvania.
Words used in the masculine gender shall include the feminine
in all places in this Charter.
Whenever reference is made in this Charter to the Administrative
Code or ordinance, the provisions of such Administrative Code or ordinance
shall not be inconsistent with the provisions of this Charter.
Amendments to this Charter shall be made in accordance with
the provisions of Act 62 of 1972 of the General Assembly of Pennsylvania,
as amended, or as otherwise provided by general law.
If any provision or part thereof of this Charter is held invalid
or unconstitutional, the remaining provisions and parts thereof of
this Charter shall not be affected thereby. If the application of
this Charter, its provisions or parts thereof, to any persons or circumstances
is held invalid or unconstitutional, the applications of this Charter
and said provisions or parts thereof to other persons or circumstances
shall not be affected thereby.
