The purpose and intent of this article is to ensure that contractors that perform home improvement contracts, as defined in the Act,[1] in the Borough are registered with the Commonwealth of Pennsylvania as required by the Act, and maintain the required liability insurance required by the Borough Code.

The terms "contractor" and "home improvement contract" as used in this article shall have the same definitions as those terms have in the Act, as amended.
All contractors that seek to perform home improvement contracts in the Borough shall, prior to receiving a building or other permit from the Code Enforcement Department for any home improvement contract in the Borough, provide proof to the Borough that said contractor is registered with the Commonwealth of Pennsylvania as required by the Act, as amended. No Contractor performing a home improvement contract in the Borough shall be required to register with the municipality, obtain a license from the municipality or pay a fee to the municipality to meet the requirements of this article. Any contractors not covered by the Act, and therefore not required to register with the Commonwealth of Pennsylvania, must register with the Borough and pay all applicable fees related thereto.

Any person violating the provisions of this chapter shall be subject to the provisions detailed in Chapter 53A of the Code of the Borough of West Conshohocken.
