It shall be unlawful for any person to engage in any disorderly conduct within the limits of the Borough of West Conshohocken. Disorderly conduct within the limits of the Borough of West Conshohocken is hereby defined as any act, word or conduct causing or tending to cause a disturbance of the peace of others or aiding in disturbing the peace of others by violent, tumultuous, offensive or obstreperous conduct, and shall include loafing, loitering, fighting, inciting others to fight, drunkenness, publicly making use of obscene or indecent language or knowingly permitting such conduct upon any premises owned or possessed by a person or under his control.

A. 
No person shall, with the specific intent to intimidate or threaten another person or with the specific intent to hide one's identity during the commission of unlawful activity, wear a mask, hood or other device or means of hiding, concealing or covering any portion of the face for the purpose of concealing their identity on public property or private property in this Borough without the express written permission of the owner or occupier of that property.
B. 
This section shall not be construed to punish constitutionally protected speech.
C. 
A person who violates this section shall be subject to the penalties provided for in § 73-2. In no event shall a person who violates this section be fined less than $75.

Any person violating the provisions of this chapter shall be subject to the provisions detailed in Chapter 53A of the Code of the Borough of West Conshohocken.
