There exist in the Borough of West Conshohocken residential,
nonresidential, commercial and industrial buildings and structures
and combinations thereof which do not have sufficient water pressure.
In order to protect and promote the public safety, health and general
welfare of the people of the Borough of West Conshohocken, it is necessary
that the Borough Housing Inspector have the power to direct every
person who is the owner of property within the Borough of West Conshohocken
to install and maintain, for the purpose of providing sufficient water
pressure, a water pressure regulator of the type and kind hereinafter
described.
The following words or terms, for the purposes of this article,
shall have the meanings ascribed to them in this section:
OWNER
Any person who alone, jointly or severally with others holds
legal or equitable title to any property located in the Borough.
PERSON
An individual, firm, corporation, association or partnership.
PROPERTY
Any residential, nonresidential, commercial and industrial
buildings and structures and combinations thereof.
This article shall apply to every person who is the owner of
property within the Borough of West Conshohocken. Each such person,
upon the direction of the Borough Housing Inspector, shall install
and maintain a water pressure regulator valve within the period hereinafter
described. Such valve shall conform to the specifications hereinafter
provided.
The Borough Housing Inspector shall direct the owner of property
to install the said water pressure regulator valve by notice in writing.
Said notice shall be sent by certified mail, and each owner so directed
shall have 30 days from the date of receipt of such notice to install
and thereafter maintain in good working order a water pressure regulator
which conforms to the specifications hereinafter provided.
The water pressure regulator to be installed in accordance with
this article shall conform to the following specifications:
A. Be of a type in which all working parts are readily accessible without
removing the regulator from the water line.
B. Have an adjusting screw which is capable of regulating the outlet
pressure from 50 pounds per square inch to 125 pounds per square inch.
C. Be able to withstand inlet pressures to a maximum of 250 pounds per
square inch.
D. Be a balanced valve-type regulator to reduce a fluctuation of the
outlet pressure.
E. Have a body made of cast bronze or other material which will not
rust.
F. Be equipped with a strainer which has a stainless steel or brass
screen and a blow-down valve.
G. Be installed at the inlet side of the water meter.

Any person violating the provisions of this article shall be subject to the provisions detailed in Chapter
53A of the Code of the Borough of West Conshohocken.
