The Superintendent of Streets, Parks and Municipal Buildings
of the Village of Coxsackie shall install and maintain traffic control
devices when and as required under the provisions of this chapter
to make effective the provisions of this chapter and may install and
maintain such additional traffic control devices as the Board of Trustees
of this Village may deem necessary for the purpose of regulating,
warning or guiding traffic under the Vehicle and Traffic Law of the
State of New York, subject to the provisions of §§ 1682
and 1684 of that law.
A. It shall be the duty of the Police Department to enforce this chapter,
to enforce the Vehicle and Traffic Law of the State of New York, to
issue citations and make arrests for traffic violations, to investigate
traffic accidents and to cooperate with other officials of the Village
in the administration of the traffic laws and in developing ways to
improve traffic control.
B. Police officers are hereby authorized to direct traffic by voice,
hand or signal in conformance with traffic laws, provided that, in
the event of a fire or other emergency or to expedite traffic or to
safeguard pedestrians, police officers may direct traffic as conditions
may require, notwithstanding the provisions of the traffic laws.
C. Officers of the Fire Department, when at the scene of a fire, may
direct, or assist the police in directing, traffic in the immediate
vicinity.
D. It shall be the duty of the Police Department to investigate traffic
accidents, to arrest and to assist in the prosecution of those persons
charged with violations of the traffic laws, causing or contributing
to such accidents. Whenever the accidents at any particular location
become numerous, the Police Department shall cooperate with a traffic
engineer in conducting studies of such accidents and determining remedial
measures. The Police Department shall maintain a suitable system of
filing traffic accident reports.
E. The Police Department shall annually prepare a traffic report. Such
report shall contain information on traffic matters as follows:
(1) The number of traffic accidents, number of persons injured and/or
killed and other pertinent traffic accident data.
(2) The number and type of traffic violations.
(3) The number and type of parking violations.
The provisions of this chapter shall be implemented by the adoption
of regulations by the Board of Trustees or an officer or agency authorized
by it pursuant to § 1603 of the Vehicle and Traffic Law.
Such regulations shall designate the specific area within which the
provisions of this chapter shall be in effect by reference to the
appropriate schedule established by this chapter of the recording
of such regulations. Such schedules shall be attached to and form
part of this chapter, and a violation of any regulation contained in said schedules
shall be deemed a violation of this chapter.
The Board of Trustees of the Village of Coxsackie may, by resolution from time to time, add to, delete or otherwise amend the traffic control designations on Village streets. Any such changes or designations shall be reflected in the schedules of traffic control devices in Article
VII of Chapter
145 of the Village Code.
