There shall be a New Milford Economic Development Commission pursuant to Section 7-136 of the Connecticut General Statutes, Revision of 1958, for the promotion and development of the economic resources of the town.

The members shall annually elect one member of said Commission to be Chairman, another to be Vice Chairman and a third to be Secretary. The Commission is authorized to appoint subcommittees comprised of members and nonmembers of the Commission, as from time to time may be advisable to assist the Commission with its doings and activities, with nonmembers being approved by the Town Council.

The members of said Commission shall receive no compensation for their services as such but shall be reimbursed, within the limits of any sum appropriated for such purpose, for their necessary expenses incurred in the performance of their official duties.

Said Commission may appoint employees, hire consultants and purchase material and supplies necessary for the discharge of its duties, within the limits of any sum appropriated for such purpose.

Said Commission shall have the authority and duty to:
(a) 
Study, investigate and appraise economic conditions and trends affecting New Milford.
(b) 
Promote, assist and encourage the preservation of a healthy business climate.
(c) 
Promote, assist and encourage the preservation, expansion and development of existing New Milford industry, business and commerce and its residential, recreational and municipal facilities.
(d) 
Promote, assist and encourage the location, expansion and development of new industry, business and commerce in the town, with due regard for the conservation and preservation of the ecology and aesthetics of the area.
(e) 
Cooperate with and seek to coordinate the activities of all official and unofficial civic, research and promotional agencies, commissions, groups, associations and organizations having like or kindred economic development functions and concerns.
(f) 
Confer and cooperate with agencies of the state and federal governments in the exercise of the aforesaid authority and duties.
(g) 
Confer and cooperate with similar municipal economic development commissions in the greater New Milford area in order to foster and maintain a proper balance among industrial, business, commercial, residential, recreational and municipal growth elements, with attention to protection and aesthetic improvement of the physical environment.
(h) 
Advise and make recommendations to appropriate officials, agents, boards, departments and commissions of New Milford, regarding actions which, in said Commission's judgment, would affect or improve the economic condition and development of the town.

(i) 
Authority to borrow, appropriate, repay and otherwise disburse funds. The Commission shall also have the authority to borrow, appropriate, repay, and otherwise disburse funds made available to the Town of New Milford, and or the Commission, pursuant to the Brownfields Cleanup Revolving Loan Fund (BCRLF), from grants or other sources, to manage and expend said funds for the remediation of development of BCRLF eligible sites, or other sites in the Town as determined by the Town Council, to execute promissory notes in favor of the Town, the EPA or others, all in accordance with applicable EPA and BCRLF requirements.

Each official, agency, board, department and commission shall cooperate with and assist said Commission in the exercise of its authority and duties.
