The Commission established by this Article shall annually elect
its Chairman and such other officers as it shall from time to time
determine.

No action of the Commission established by this Article, except
as herein otherwise specifically provided, shall be valid unless authorized
by a majority of its members.

The members of the Commission established by this Article shall
serve without compensation.

The Commission established by this Article shall have the power
to adopt rules and regulations for the conduct of its meetings. A
majority of the members of such Commission shall constitute a quorum
and such Commission shall hold regular meetings once a month. Special
meetings may be called by the Chairman at any time and shall be called
upon request of any two members.

The Commission established by this Article shall study continuously
the conditions and needs of the elderly persons in the community in
relation to housing, economic, employment, health, recreational, transportation
and other necessary matters. It shall analyze the services of the
aged provided by the community, both by public and private agencies,
and shall take any and all steps necessary to improve living conditions
for the aged.

The municipal legislative body shall be requested to make appropriations
to cover the expenses of the Commission established by this Article,
including reasonable funds for clerical services.

The Commission established by this Article, and the Board of
Selectmen, may make, subject to applicable Town law and within the
scope to its budget, all contracts necessary to carry out the objectives
and purposes of the Commission, and the Commission shall have such
other powers and perform such other duties as may be necessary for
the proper administration of the affairs of the Commission.

Prior to the preparation of the annual Town budget by the Board
of Finance, the Commission established by this Article shall submit
a detailed statement of the amount of money which it will require
to meet the obligations thereof and provide for its expenses for the
ensuing fiscal year, together with recommendations for the development
of the Commission and such programs for the aging as it may deem advisable,
and shall prepare an annual report of its proceedings and expenditures
during the preceding year, and file copies of all of the above with
the Board of Selectmen and the Clerk of the Board of Finance.

The Commission established by this Article shall cause to be
maintained accurate records of the Commission's work. It shall keep
a record of the minutes of all meetings, procedures and accounts of
the Commission and shall file a copy thereof with the Board of Selectmen.
Such records shall be open to the public.
