There is hereby established the office of Town Planner for the
Town of New Milford. Such office shall be an administrative office
directly responsible to the First Selectman. A Town Planner shall
be appointed on the basis of professional qualifications, character,
training and experience consistent with the duties imposed upon such
office by the First Selectman with the approval of a majority of the
Board of Selectmen and of the Planning Commission of the Town of New
Milford.

The Town Planner shall have the duty to advise and assist Town
officers, boards and commissions concerning land use, planning and
development. He shall coordinate, insofar as is possible, the land
use, planning and developmental activities of such Town officers,
boards and commissions so as to preserve the town's desirable characteristics
and features and so as to achieve economical, socially and aesthetically
desirable development within the town. He may propose to the appropriate
land use agency or agencies such changes in existing land use regulations
as he deems necessary. He shall be aware of such municipal developmental
opportunities as may exist as a result of federal or state programs
and may propose municipal developmental programs designed to utilize
such opportunities. The Town Planner shall also have such other powers,
duties and responsibilities as may be delegated to him by the First
Selectman.

The Town Planner shall be appointed to serve at the pleasure
of the First Selectman and of the Board of Selectmen. The Town Planner's
appointment may be terminated and such officer discharged from office
with or without cause upon the concurrent action of both the First
Selectman and the Board of Selectmen acting by an affirmative vote
of not less than 2/3 of its members.

Subsequent to the election of a Mayor and a Town Council as
provided for in the Revised Charter approved by voters on November
4, 1986, all powers and duties regarding the Town Planner which inure
to the First Selectman and Board of Selectmen respectively, by virtue
of this resolution, shall thereafter inure to the Mayor and the Town
Council, respectively.
