A. 
When access is available, deliveries shall be made at the rear of businesses by the use of alleyways parallel to Philadelphia Street, including the use of Gompers Avenue on the south side and Nixon Avenue on the north side.
B. 
At blocks where alleyway access is not available or accessible due to vehicle size and/or configuration, vehicles are authorized to utilize the center lane of Philadelphia Street for the purpose of deliveries and pickups for a period not to exceed 15 minutes.
C. 
Delivery vehicles may utilize legal parking spaces for deliveries without being ticketed for over-parked meters when flashers are activated and for a period not to exceed 15 minutes.

In accordance with the Vehicle Code providing for restrictions on stopping, standing, and parking on state roadways, delivery vehicles are prohibited from utilizing the center lane of Philadelphia Street during peak traffic hours from 3:00 p.m. to 6:30 p.m. as has been determined by the Pennsylvania Department of Transportation.
B. 
Delivery vehicles utilizing the center lane shall not stop, stand, or park upon the center lane within 20 feet of an intersection or place where vehicles are authorized to make left turns from Philadelphia Street onto intersecting streets.
C. 
Delivery vehicles are prohibited from stopping, standing, or parking within a yellow zone or 20 feet from an intersection or crosswalk along the south or north side curb of Philadelphia Street.
A. 
Delivery vehicles stopped, standing, or parked in a manner not authorized herein shall be ticketed under Indiana Borough parking ordinances or cited under Pennsylvania Vehicle Code for the parking violation incurred.
B. 
Delivery vehicles ticketed or cited shall be subject to the fines and costs associated with the specific ordinance or statute under which the ticket or citation is issued.
All other ordinances or parts thereof pertaining to stopping, standing, or parking shall remain in effect.
