A. 
A parking violation ticket, in a form approved by the Town Board, may be served on any parking violator by a Code Enforcement Officer, as defined in Chapter 64 of this Code; the Commissioner or Deputy Commissioner of Public Works; the Highway Superintendent; the Monroe County Sheriff; New York State Police or any other police officer having jurisdiction at the scene of the violation, advising the violator of the appropriate fine, as set forth in § 145-23 hereof and providing for payment of the fine by mail to the Town Clerk, unless the violator wishes to contest the charge, in which event a personal appearance in the Town Justice Court is necessary.
B. 
When the absence of the owner or operator of said motor vehicle prevents personal service of the parking violation ticket, the attachment or affixing of the ticket to the vehicle in violation shall be deemed sufficient notice to the operator and owner.
C. 
Failure to pay the designated fine, or contest the charge, by the court appearance date set forth on the parking violations ticket shall cause an automatic increase of two times said fine amount, and failure to pay said increased fine within an additional 20 days may result in the issuance of a bench warrant by the Town Justice Court for the arrest of the violator.

The owner or operator of any motor vehicle which is parked in violation of a provision of Article III of this chapter is guilty of a parking violation and shall be subject to the following penalties, in addition to any state surcharge amount:
A. 
Overtime parking violations in municipal lots or private plazas shall carry a fine of $20.
B. 
Parking in "no parking" zones, parking on streets or parts of streets permanently or temporarily designated as "no parking," parking in violation of snow season restrictions and fire hydrant parking violations shall carry a fine of $25.
C. 
Fire lane parking violations and electric vehicle parking space violations shall carry a fine of $50.
D. 
Handicap parking violations shall carry a fine of $75.
A. 
Any vehicle parked in violation of any provision of this chapter or parked or abandoned on any public highway, including state highways, in the Town, outside the Village of Pittsford, during a snow storm, flood, fire or other public emergency, which interferes with the carrying out of necessary services by the Town, may be towed away and impounded by an impound company established by contract with the Town Board. Towed vehicles may be redeemed by the owner thereof by paying the removal and impound fees. Such fees shall be established by the Town Board by contract with the impound company.
B. 
The Town Commissioner of Public Works, or his designee, shall promptly report the towing and impoundment of any vehicle, to the extent possible, to the owner of the vehicle and advise the owner of the amount required to redeem the same.
C. 
Any impounded vehicle not redeemed within 30 days after the owner has been notified may be disposed of by the Commissioner of Public Works at public or private sale. If the owner cannot be ascertained, or notice cannot be given to the owner, then the Commissioner of Public Works shall cause a notice describing the vehicle to be published once in the official Town newspaper with language to the effect that such vehicle will be disposed of after 30 days if not redeemed. Thirty days after publication of such notice, if the vehicle has not been redeemed, such vehicle may be disposed of at public or private sale.
A violation of any of the provisions of this chapter, other than speeding or parking violations, shall be punishable by the penalties provided in Chapter 1 of this Code and shall be enforced in accordance with the provisions of Chapter 6 of this Code.
