There is hereby established the office of Deputy Municipal Clerk
pursuant to the authority of N.J.S.A. 40A:9-135.
The Deputy Municipal Clerk shall be appointed by the Borough
Council for a period of one year, which term shall expire December
31 of each year.
The Deputy Municipal Clerk shall assist the Municipal Clerk
in the performance of his/her duties, as required. Additionally, the
Office of the Deputy Municipal Clerk shall have the following duties
and responsibilities:
B. Accepts, sorts and properly distributes mail.
C. Looks up and researches needed information.
D. Provides information, according to Department regulations, in person
and over the telephone.
E. Answers telephone and takes messages accurately.
F. Assists in requisitioning, storing and distributing office supplies.
G. Maintains prepared mailing list.
H. Maintains records and files.
I. Accepts payments and sorts, indexes and files checks, cash stubs
and other material, and maintains such files.
J. Accepts, reviews, checks assigned reports, license applications and
other documents for corrections and completeness
K. Prepares and properly submits required reports to various entities
as required in a timely manner.
L. Prepares routine correspondence as necessary.
During the absence or disability of the Municipal Clerk, the
Deputy Municipal Clerk shall have all the powers of the Municipal
Clerk and shall perform all of the functions of such office.

The office of Municipal Administrator in and for the Borough
of Clementon is hereby established pursuant to N.J.S.A. 40A:9-136
et seq.

The Municipal Administrator shall be the Chief Administrative
Officer of the Borough of Clementon and shall direct and supervise
the administration of all departments and officers of the Borough
government. The authority of the Mayor and Council to supervise the
administration of all departments shall be transmitted through the
Municipal Administrator where not prohibited by state statute, and
all subordinate employees of the Borough shall be responsible to said
authority.
The Municipal Administrator shall be the Chief Administrative
Officer of the Borough of Clementon and responsible to the Mayor and
Council for the administration of all Borough affairs, and with the
following powers and duties:
A. Direct and supervise the administration of all departments, offices
and agencies of the Borough, except as otherwise provided by law.
B. Recommend to the Mayor and/or Council the appointments and, when
necessary, suspension or removal of department heads and all other
employees, except the Borough Clerk and Municipal Attorney.
C. Attend all meetings of the governing body, with the right to take
part in discussion, but not to vote.
D. Ensure that all laws and all acts of the governing body subject to
enforcement by him or by officers and employees subject to his/her
direction and supervision are faithfully executed.
E. Prepare and submit the annual budget and capital improvement program
to the governing body.
F. Submit to the governing body and make available to the public a complete
report of finances and administrative activities of the Borough as
of the end of each fiscal year.
G. Direct the finances of the Borough and maintain a compilation and
analysis of budget costs and estimates.
H. Keep the Mayor and Council fully advised as to the current financial
condition and future needs of the Borough and make such recommendations
to them concerning the affairs of the Borough as he/she deems desirable.
I. Organize and establish a central purchasing system.
J. Purchase all materials, supplies and equipment for which funds are
provided in the municipal budget.
K. Approve all bills and vouchers for payment prior to final approval
by the governing body.
L. Purchase all materials, supplies, equipment and labor under contract
required by any department, office or agency of the Borough.
M. Establish a proper purchasing and requisitioning procedure.
N. Authorize any transfer of supplies, materials and equipment between
departments and offices, and with the authorization of the governing
body, sell surplus, obsolete, unused or waste supplies, materials
and equipment.
O. Study, recommend, implement and enforce procedure and policy of the
governing body for requisition, purchase, inspection, receipt, storage,
distribution, internal transfer and disposal of, and standards and
specifications and payment for supplies, materials and equipment after
consultation with department heads.
P. Negotiate contracts for the Borough, other than personnel or labor
contracts, as authorized and directed by and subject to the approval
of the governing body, and ensure that all terms and conditions favorable
to the Borough in any statute or contract are faithfully kept and
performed, and, upon knowledge of any violation, shall immediately
make said violation known to the governing body.
Q. Prepare and present to the governing body an annual report of the
Borough affairs, which shall include a report from each department
head.
R. Act as liaison between the Borough and the various state, county,
and federal agencies with respect to all applications for funds or
services needed or required by the Borough.
S. Review and supervise the Borough's insurance program and policies.
T. Receive and review any complaints concerning the functions and obligations
of the Borough made by any of its residents or taxpayers, and maintain
a permanent record of all complaints and the disposition of said complaints.
U. Perform such other duties as may be required by action of the Mayor
and Council.

V. Serve as liaison between the governing body, the Municipal Attorney
and the Municipal Engineer.
W. Serve as liaison with other officials and staff in the municipality.
X. Act as administrative consultant to the various boards and departments
of the municipality.
Y. Receive, distribute or handle questions, comments and problems presented
by interested citizens.
Z. Advise the governing body and other municipal officers on public
relations matters.
AA. Manage of the establishment and maintenance of the central records
and files.
BB. Edit and compile public information releases.
CC. To interview, screen and hire new entry level employees (clerks,
laborers, etc.) with the consent of the Mayor.
