Pursuant to N.J.S.A. 40A:4-1 et seq., a sewer utility is established
in the Borough of Clementon, and the same shall be known and designated
as the "Department of Public Works, Division of Sewer."
The Division of Sewer shall commence immediately upon the approved
dissolution of the Clementon Sewerage Authority, in accordance with
N.J.S.A. 40A:5A-20.
The Division of Sewer budget shall comply with the provisions
of the Local Budget Law (N.J.S.A. 40A:4-1 et seq.), which shall include
provisions for new construction, upgrades and replacement, operations
and maintenance, interest and debt retirement and deferred charges
and statutory expenditures.
The appropriate municipal officers and employees are directed
to prepare and adopt accounting and fiscal procedures in order to
carry out the purposes consistent with the creation of the Division
of Sewer.
This Part 1 shall become effective immediately upon passage
and publication as required by law; however, it shall not be fully
operational until the Local Finance Board has approved the ordinances
and otherwise approved the dissolution and transfer of the sewer service
in accordance with N.J.S.A. 40A:5A-20.
