All food service establishments shall be required to install
a grease trap unless an exemption is granted pursuant to this Part
1. All other residential, commercial and/or industrial establishments
shall be required to install a grease trap/interceptor when, in the
opinion of the Borough Plumbing Subcode Official, grease, flammable
waste, oil and sand interceptors or oil reclaimers are necessary due
to the type of activity/use of the property. All grease traps shall
be maintained at the expense of the owner and kept in a continuously
efficient operating condition. Grease, oil and sand separators shall
not be required for residential-type uses unless such use services
more than five families or 15 individual residents. The following
regulations and requirements shall apply to the requirement of utilizing
grease traps:
A. Grease and oil interceptors shall be constructed of impervious materials
capable of withstanding abrupt and extreme changes in temperature.
They shall be watertight and substantially constructed and equipped
with readily removable access covers. The design and pertinent data
shall be submitted to the Borough Plumbing Subcode Official for review
and approval prior to construction or installation. Separators must
be constructed entirely on the property of the owner.
B. Restaurants, cafeterias, institutional kitchens and other installations
discharging grease shall use a grease trap. A garbage grinder shall
not be used when a grease trap is required.
C. The grease trap shall be installed in a separate line serving that
part of the plumbing system into which the grease will be discharged.
The grease trap shall be located close to the source of wastewater,
where the wastewater is still hot, to facilitate separation. Grease
traps shall be located, designed and constructed in a manner that
will permit easy access and cleaning.
D. Grease traps shall have the grease retention capacity as indicated
in the following table for the flow-through rates indicated:

E. Grease traps shall be equipped with devices to control the rate of
water flow so that the water flow does not exceed the rated flow.
F. In all cases, grease traps shall conform to the Plumbing and Drainage
Institute G101-8 Standards.
G. Oil separators shall be designed as provided below.
(1) Overall requirements. Oil separators shall have a depth of not less
than two feet (610 mm) below the invert of the discharge drain. The
outlet opening of the interceptor shall have not less than an eighteen-inch
(457 mm) water seal.
(2) Garages and service stations. Where automobiles are serviced, greased,
repaired, washed or where gasoline is dispensed, interceptors shall
have a minimum capacity of six cubic feet (0.168 cubic meters) for
the first 100 square feet (9.3 square meters) of area to be drained,
plus one cubic foot (0.028 cubic meters) for each additional 100 square
feet (9.3 square meters) of area to be drained, plus one cubic foot
(0.028 cubic meters) for each additional 100 square feet (9.3 square
meters) of area to be drained into the interceptor. Parking garages
in which servicing, repairing or washing is not done, and in which
gasoline is not dispensed, shall not require a separator. Areas of
commercial garages used only for storage of automobiles are not required
to be drained through an interceptor.
H. Sand interceptors for commercial establishments. Sand and similar
interceptors for heavy solids shall be designed and located so as
to be readily accessible for cleaning and shall have a water seal
of not less than six inches (152 mm).
I. Laundries. Commercial laundries shall be equipped with a solid interceptor
with a wire basket or similar device, removable for cleaning, that
will prevent passage into the drainage system of solids 1/2 inch (13
mm) or larger in size, string, rags, buttons or other materials detrimental
to the public sewerage system.
J. Bottling establishments. Bottling plants shall discharge their process
wastes into an interceptor, which will provide for the separation
of broken glass or other solids before discharging waste into the
drainage system.
K. Venting of interceptors and separators. Interceptors and separators
shall be designed so as not to become airbound, if tight covers are
used. Each interceptor or separator shall be vented when subject to
loss of trap seal.
L. Accessibility and maintenance of interceptors and separators. Each
interceptor and separator shall be installed so as to be readily accessible
for service and maintenance. Interceptors and separators shall be
maintained by periodic removal of accumulated grease, scum, oil or
other floating substances and solids deposited in the interceptor
or separator.
M. All grease, oil and sand interceptors shall be maintained by the
owner, at his expense, in continuous, efficient operation at all times.
N. It is the responsibility of the establishment owner, lessee or assignee
to carry out all proceedings necessary to have any and all grease
interceptors opened and ready for inspection and to see that the equipment
is put back in proper operation after the inspection. All inspections
will be conducted by the Plumbing Subcode Official.
O. Forms for periodic inspections will be furnished by the owner, lessee
or assignee and posted as close as possible to the interceptor to
which it applies. The form shall be protected from soiling. In those
instances where the interceptor is chemically treated, the method
and chemical of such treatment shall be approved by the Plumbing Subcode
Official. Any proposed chemical changes shall be furnished to the
Plumbing Subcode Official for approval. Copies of maintenance and
removal records shall be provided to the Plumbing Subcode Official
within seven days of such occurrence.
P. Fee payment schedule.
(1) The fee for inspection, as required in the schedule listed, will
be the same as the plumbing fee in force at the time of the requested
or required inspection. The minimum fee will include the first three
interceptors at one location prepared and ready for inspection. Other
interceptors that are prepared and ready for inspection at the same
time and are in excess of the first three units will be inspected
at an additional fee to be 1/2 the minimum fee each. The schedule
for payment of the fee for inspection is as follows:

(2) The above schedule may be altered by the Plumbing Subcode Official,
if deemed necessary. The owner, lessee or assignee shall be notified,
in writing, of any schedule change.
Q. All existing food service establishments without grease interceptors
shall install grease interceptors and follow the inspection schedule
as set forth herein. The existing food service establishments shall
have one year from the effective date of this Part 1 to install a
grease interceptor.
R. The Plumbing Subcode Official shall require all interceptors to be
efficient in operation and may, at the expense of the owner, lessee
or assignee, require all independent laboratory tests to ascertain
the concentration of grease being emitted from the effluent line of
the unit. All grease traps shall be cleaned at least every six months
and the Borough provided with a bill or receipt from a licensed and
county-registered grease and waste disposal company that cleaned the
grease trap, which are the only companies permitted to perform this
cleaning. Disagreeable odors shall require deodorants to combat said
offensive odors.
S. Violations and penalties. Unless otherwise provided by statute or
in the Code of the Borough of Clementon, violation of any provision
of the Code of the Borough of Clementon shall be punishable by one
or more of the following: a fine of not to exceed $2,000, imprisonment
for not more than 90 days and/or a period of community service not
to exceed 90 days. Each day on which a violation occurs shall be considered
a separate offense.
