There is hereby created a Recreation and Park Board, known as the "Recreation and Park Board of the Borough of Canonsburg."
The Board shall be composed of seven members, to be appointed by the Borough Council of the Borough of Canonsburg, with power to provide and conduct recreational and cultural activities and maintain public recreation areas, facilities and centers subject to all responsibilities of the recreation-enabling legislation. The Board members shall serve for terms of five years and until their successors are appointed, except that the members first appointed shall be so appointed that the term of one member shall expire annually thereafter. Vacancies shall be filled in the same manner as the original appointments and for the unexpired term. Members shall serve without pay.
The Recreation and Park Board shall appoint from its membership a Chairman and such other officers as it may deem necessary for the orderly procedure of its business and may adopt bylaws, rules and regulations covering its procedure not inconsistent with the provisions of the state laws. The Recreation and Park Board shall, from time to time, make rules governing the operation and conduct of the recreation activities operated by the Board. The Board shall hold regular meetings at such time and place as it may designate.
The Recreation and Park Board shall maintain, operate and supervise the public parks, playfields and all outdoor and indoor recreation areas and facilities owned or controlled by the Borough of Canonsburg (with the exception of the municipal swimming pool).
The Recreation and Park Board may accept any grant, gift, bequest or donation of services, equipment, real estate or money from any individual or group, to be used as specified by the donor or by the terms of acceptance. The Recreation and Park Board shall have no authority to enter into any contract or incur any obligation binding upon the Borough of Canonsburg other than current obligations or contracts to be fully executed within the then current fiscal year and all within the budget appropriations made by the Borough Council of the Borough of Canonsburg.
Funds appropriated by the Borough Council of the Borough of Canonsburg and budgeted to the Recreation and Park Board shall be disbursed by the fiscal disbursing officer of the Borough of Canonsburg upon vouchers issued by the Recreation and Park Board and within the budget appropriations made. Funds received by the Recreation and Park Board from sources other than budget appropriations are to be deposited by the fiscal disbursing officer to the credit and for the use of said Board and disbursed as the above budget funds are disbursed, except that funds received by gift, bequest or otherwise shall be disbursed in accordance with the terms of the acceptance thereof.
The Recreation and Park Board shall submit an annual report and such other reports as needed to the Borough Council at such times as may be designated or requested by the Borough Council. The fiscal year of said Recreation and Park Board shall conform to that of the Borough of Canonsburg.
Such powers that are now or may hereinafter be provided by statute of the Commonwealth of Pennsylvania or by ordinances of the Borough of Canonsburg relating to the development and operation of recreation systems, public parks and playgrounds are hereby vested in the Recreation and Park Board, to be exercised by it subject to any and all restrictions contained in such powers and ordinances.
