A.
All persons owning, having or occupying lots, parcels or tracts of land situated within or without the Town of Johnstown, connected to the City of Gloversville or City of Johnstown sanitary sewer and wastewater treatment system, as defined in § 59-45 of this chapter, shall pay, in addition to any other charge provided by law, at the same time as other sewer charges are due and payable, an infrastructure maintenance charge based upon flow, at a rate to be established periodically by resolution of the Town Board, after a public hearing, on at least five days' public notice.
