No person shall move steam or gasoline shovels, large concrete mixers, steel-tracked equipment, tractors, drilling rigs, large compressors and other such pieces of machinery on the streets of the Borough without first obtaining a permit therefor from the Borough Secretary. At the time of application for such a permit, the route and time of moving shall be given.
Such a permit shall fix the route to be followed and shall be granted with the express understanding that any moving of equipment shall only be done under the supervision of the Superintendent of Public Works or the Manager and in accordance with the recommendations of the Superintendent or the Manager, or an inspector duly appointed by the Superintendent or the Manager to supervise such moving.
