Pursuant to the Act of Assembly of February 1, 1966, P.L. (1965),
No. 581, Section 1171 et seq., as variously supplemented and amended, there is hereby created in the Borough of Newtown a Civil
Service Commission, pursuant to the applicable sections of the aforesaid
Borough Code, with all the powers and duties as more fully set out
in the said Code.

The aforesaid Civil Service Commission shall consist of three
Commissioners who shall be qualified electors of the Borough and shall
be appointed by Council by further resolution to serve for terms of
two, four and six years, and as the terms thereafter expire shall
be appointed for terms of six years. Any vacancy occurring in the
Commission, shall be filled for the unexpired term within the period
of 30 days after such vacancy occurs.

Three members of the Commission shall constitute a quorum. Each
member shall vote on each issue that comes before the Commission.

In addition to the three regular members of the Commission,
Council may appoint not more than three alternate members of the Commission
whose terms shall be six years. The alternate members shall be qualified
electors of the Borough. The alternate members shall be entitled to
participate in all proceedings and discussions of the Commission to
the same and full extent as provided by law for Commission members.
While alternate members may participate in any proceeding or discussion
of the Commission, the alternates may not vote as members of the Commission
unless designated as a voting alternate, as permitted by the state
Borough Code.

The Commission shall make an annual report to Council containing
a brief summary of its work during the year and a full accounting
for any expenditures of public monies.

The Borough shall provide the services of a Solicitor for the
Commission, to be appointed by the Commission and paid by the Borough.

The Commission shall adopt rules and regulations in the manner
authorized by law.
