The purpose of this Part is to prevent interference with and
obstruction of the free flow of automobile and pedestrian traffic
and all other lawful use of the public streets, or public parking
lots and to preserve the peace, public safety and good order of the
Town of Bloomsburg.

All events, parades, processions, assemblages, or meetings that
entail occupying, marching, or assembling upon any public street or
public parking lot within the Town of Bloomsburg are hereby prohibited,
unless a permit has been obtained in accordance with this Part.

The Mayor of the Town of Bloomsburg shall have the authority
to issue a permit designating the time and place of such parade, procession,
assemblage or meeting and to designate the time of starting, the length
of time of the parade, procession, assemblage or meeting and how much
of the public streets, public parking lots or sidewalks it will occupy.
The Mayor's decision to issue or refuse a permit shall be content
neutral and based solely on considerations of the time, place and
manner of the proposed parade, procession, assemblage or meeting in
relation to the stated purpose of this Part as set forth above and
its effects thereon.

1. The officers of an organization sponsoring an event, parade, procession,
assemblage, or meeting or the leaders of an event, parade, procession,
assemblage, or meeting shall be responsible for any violation of the
permit or this Part and shall be subject to a fine of not more than
$1,000 plus costs and, in default of payment of said fine and costs,
to a term of imprisonment not to exceed 10 days, or both.
2. Any person participating in an event, parade, procession, assemblage,
or meeting where a permit has not been obtained pursuant to this Part
who refuses to disperse upon order of the Town of Bloomsburg Police
Department shall be subject to a fine of not more than $1,000 plus
costs and, in default of payment of said fine and costs, to a term
of imprisonment not to exceed 10 days, or both.
