coupon, paying agent's authentication certificate, endorsement and
registration; providing for temporary bonds; providing for the state
principal maturity amounts and fixing the rates of interest on such
bonds; awarding such bonds at private sale; creating a sinking fund;
authorizing the proper officers of the Town to contract with Bloomsburg
Bank-Columbia Trust Company, Bloomsburg, Pennsylvania, for its services
as sinking fund depository and paying agent; authorizing and directing
