1. 
Words and phrases, when used in this Chapter, shall have the meanings ascribed to them in the "Vehicle Code of Pennsylvania," as now in force or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.
2. 
The term "legal holidays" as used in the Chapter shall mean and include New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Days and Christmas.
3. 
In this Chapter, the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances, as amendments to this Chapter of the Bloomsburg Code of Ordinances.

1. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
A. 
In the case of fire, floor, storm or other emergency, to establish temporary traffic and/or parking regulations.
B. 
In the case of emergency or to facilitate public works or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.

Any person who shall operate or park a vehicles or tractor in violation of any such regulations or who shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulation, shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this Chapter for a violation of such nature and, in case of a violation for which no specific penalty is set forth in the law or elsewhere in this Chapter, to a fine of not more than $25 and costs or prosecution or in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of the fine and costs.

The police officers of the Town are hereby given authority to direct traffic on the highways of the Town and at intersections thereof.

Any request to close a street or a portion thereof, not related to parade routes or assemblages (see § 6-201 et seq.), must be submitted in writing to the Police Department of the Town of Bloomsburg on a form to be provided by the Town of Bloomsburg. All requests shall be reviewed by the Chief of Police of the Town of Bloomsburg, or his or her designee. Upon approval, the applicant shall be notified of the applicable fee, which shall be set by resolution of Town Council from time to time. Upon payment of the applicable fee, a street closure permit shall be issued by the Police Department of the Town of Bloomsburg.

Every applicant shall agree to indemnify and to save and hold harmless the Town of Bloomsburg, its officers, employees, consultants, and agents from any and all costs, damages, and liabilities which may accrue or be claimed to accrue by reason of such street closing under the provisions of this section. The acceptance of any permit under this section shall constitute such an agreement by the applicant, whether the same is expressed or not.
3. 
Penalty. Any person who closes or blocks a street or portion thereof without first having obtained a street closure permit in accordance with the provisions of this section shall, upon conviction in a summary proceeding, be sentenced to pay a fine not to exceed $1,000, together with costs of prosecution, to be paid to the use of the Town of Bloomsburg, or to be imprisoned for not more than 10 days, or both.
