Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

Right angle parking shall be permitted only within the confines of Market Square. Such parking shall be front-end-in-first only and backing into parking stalls at Market Square shall be prohibited, except during farmers market during which vender may back their vehicles into the stalls.

Parking shall be prohibited at all times as set forth in Appendix B,[1] which is attached hereto and incorporated herein by reference.

Parking shall be prohibited in the following locations set forth in Appendix C,[1] which is attached hereto and incorporated herein by reference, at all times on the days and between the hours indicated therein. Signs shall be placed in specific locations indicating that parking is prohibited during certain days and hours for the facilitation of street maintenance.

Any person violating any provision of this Part shall pay at the office of the Chief of Police the sum of $40 within 20 days of the date of the violation. If the sum of $40 is not paid within 20 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court and upon conviction, the violator shall be sentenced to pay a fine of $50 plus costs of prosecution, or in default of payment, to imprisonment for one day for each $10 of the unpaid balance.

Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic-control device, no person shall stand or park a vehicle in front of or within 15 feet of a fire hydrant. Any person violating any provision of this Section shall pay at the office of the Chief of Police the sum of $50 within 15 days of the date of the violation. If the sum of $50 is not paid within 15 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court, and upon conviction, the violator shall be sentenced to pay a fine of $60 plus costs of prosecution.

Parking on Railroad Street between Fort McClure Boulevard and Twelfth Street shall be limited to school busses only between the hours of 8:00 a.m. and 3:30 p.m. on school days. In addition, directional signs shall be placed along Fort McClure Boulevard as an aid to locating the school parking area.

A fifteen-minute loading and unloading zone is established on the east side of Penn Street in front of the professional office building at Penn Street and Glen Avenue between the hours of 7:00 a.m. and 5:00 p.m.

A fifteen-minute loading and unloading zone is established on the north side of East Third Street near the entrance to the Trinity House Apartments located at East Third Street.

A fifteen-minute loading and unloading zone is established on the south side of West First Street in front of the business located at 412 West First Street, between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday.

An unloading zone is hereby established on the north side of West Sixth Street from Market Street to 145 feet west between the hours of 8:00 a.m. and 9:00 a.m. on school days.
