Parking by permit placard shall be permitted in the unmetered parking zones established in § 15-601 between the hours of 10:00 a.m. and 5:00 p.m., Monday through Saturday.

Permit placards shall be issued by parking zone and shall only be valid in the parking zone chosen by the purchaser at the time of issuance.

Fees for permit placards for unmetered parking zones shall be established by resolution of Town Council from time to time.

The sale of parking zone permit placards shall be by parking zones and restricted to persons who either work or reside within or directly adjoining the area bounded on the east by the east side of East Street, on the south by the south side of Third Street, on the west by the west side of West Street, and on the north by the south side of Ridge Avenue, with the addition of both sides of East Street between Third and Fourth Streets, both sides of Market Street between Third Street and Anthony Avenue, and both sides of North Market Street between Ridge Avenue and First Street, including the commercial and residential structures which immediately adjoin said boundary lines. Additionally, residents of 53 and 61 East First Street are eligible for parking zone permit placards.

Parking zone permit placards may be purchased from the office of the Chief of Police, either in person or online, for a six-month period or a twelve-month period at a cost as established by resolution of Town Council from time to time. The sale dates of parking zone permit placards shall be announced at the first Council meeting each December.

Existing parking zone permit placards may be renewed four business days before the designated dates of availability.
3. 
Thirty calendar days after parking zone permit placards are offered for sale, as indicated in Subsection 1, any person may purchase available parking zone permit placards with no restrictions as to place of work or residence.
