It shall be unlawful for any person to park a motor vehicle or trailer or any other type of motor vehicle without a proper, valid permit parking decal displayed thereon between the hours of 7:00 a.m. and 7:00 p.m., Mondays through Fridays, in that section of the Town of Bloomsburg hereinafter referred to as the "permit area" and bounded as follows:
A. 
North side of East Second Street from Oak Lane to Chestnut Street; northern extension of Chestnut Street north of East Second Street (both sides); north side of East Second Street from Chestnut Street to Penn Street; east side of Penn Street from East Second Street to East Second (Main) Street (College Hill); north side of East Second (Main) Street (College Hill) from Penn Street to Chestnut Avenue, the point of beginning.
B. 
South side of East First Street from the Bloomsburg Hospital entrance drive to Penn Street; east side of Penn Street from East First Street to Lightstreet Road; west side of Penn Street from Lightstreet Road to East First Street; south side of East First Street from Penn Street to Iron Street; north side of East First Street from Iron Street to the Bloomsburg Hospital entrance drive.

It shall be unlawful at any time for any person to park a motor vehicle without a proper, valid permit parking decal displayed thereon in the section of the Town of Bloomsburg hereinafter referred to as the "permit area" and bounded as follows:
A. 
South side of East First Street from Hospital Drive to Iron Street; north side of Fair Street from Penn Street to Pine Street; west side of Pine Street from Fair Street to East First Street; west side of Penn Street from the south side of Fair Street to the north side of First Street.
B. 
Eyer Street from Millville Road to Glen Avenue (both sides).
3. 
It shall be unlawful between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday, from January 1 through December 31, for any person to park a motor vehicle or trailer or any other type of motor vehicle without a proper valid permit parking decal displayed thereon in the section of the Town of Bloomsburg hereinafter referred to as the "permit area" and bounded as follows:
A. 
East Third Street from East Street to Oak Lane; East Fourth Street from East Street to Oak Lane; East Fifth Street from East Street to Park Street; Wood Street from East Second Street to East Fifth Street; Spruce Street from East Second Street to East Fifth Street; Locust Street from East Second Street to East Fourth Street; Chestnut Street from East Second Street to East Fourth Street; Park Street from East Fifth Street to Columbia Boulevard; Penn Street from East Second Street to East Fourth Street; Chestnut Avenue from East Second Street to East Fifth Street; East Anthony Avenue from Chestnut Avenue to Chestnut Street; East Second Street on the south side from Spruce Street to Oak Lane; Oak Lane from East Second Street to East Fourth Street; and East Second Street from East Street to Penn Street.
4. 
The area bounded as described above, including the peripheral streets forming the boundary and all streets, alleys or public ways or portions thereof lying within said area shall be subject to the regulations contained herein. However, commercial or delivery vehicles may be temporarily parked, for the purpose of loading or unloading on any street, alley or public way, without being subject to the provisions of this Part.
5. 
Any other regulations or restrictions upon parking imposed by any other ordinance shall continue with full force and effect in the permit area described above, to the extent applicable. Nothing contained in this Part shall be construed as prohibiting motor vehicles displaying a parking decal issued pursuant to this Part from being parked in other areas of the Town of Bloomsburg outside of the permit area.
6. 
The number of resident permits and the number of guest permits to which the owner of a residential dwelling on the above streets is entitled shall be reduced to one resident permit and one guest permit if off-street parking is available. The number of parking spaces available on the lot where the residential dwelling is located is to be determined by the Bloomsburg Police Department. Available parking spaces shall include driveways, carports, garages and open areas that are not lawns, on the date of passage of this Part.
7. 
It shall be unlawful for any person to park a motor vehicle or trailer or any other type of motor vehicle without a proper, valid permit parking decal displayed thereon between the hours of 7:00 p.m. and 7:00 a.m., Monday through Friday, in that section of the Town of Bloomsburg hereinafter referred to as the "permit area" and bounded as follows: north and south sides of Fifth Street from Market Street to East Street, with the exception of one space marked (one-hour parking for PA Pets customers only) on the northeast corner of Fifth Street at Catherine Street.

1. 
Resident Permit Areas.
A. 
Resident permit parking within the parking zone shall be divided into 12 resident permit parking areas. Each resident shall be restricted to parking in his or her designated residential area, which areas shall be defined as follows:
(1) 
Area 1: First Street, Fair Street, and Pine Street. Includes addresses: 301 - 360 Fair Street, 119 - 373 First Street, 2 - 84 Pine Street, 10 Penn Street.
(2) 
Area 2: Chestnut Street, East Second Street, and Oak Lane. Includes addresses: 180 - 190 Chestnut Street, 542 - 811. East Second Street, 190 - 333 Oak Lane.
(3) 
Area C-2: College Hill (East Second Street from East Street to Penn Street). Includes addresses: 327 - 375 East Second Street.
(4) 
Area 3: East Third Street, east of East Street. Includes addresses: 275 - 850 East Third Street, 300 - 461 Chestnut Avenue, 273 - 301 East Street, 10 - 326 Penn Street.
(5) 
Area 4: East Fourth Street (east of East Street) and East Street. Includes addresses: 401 - 405 East Street, 310 - 753 East Fourth Street.
(6) 
Area 5: Bruglar Avenue, Chestnut Avenue, East Fifth Street, Park Street, Spruce Street (between East Fourth Street and East Fifth Street), Wood Street, all east of East Street. Includes addresses: 601 Bruglar Avenue, 461 Chestnut Avenue, 313 - 737 East Fifth Street, 509 - 525 Park Street, 425 - 450 Spruce Street, 440 Wood Street.
(7) 
Area 6: Eyer Street. Includes addresses: 1 - 159 Eyer Street.

Area 8: Country Club Drive. Includes addresses: 601 - 811 Country Club Drive.

Area 9: Franklin Avenue, Glenn Avenue, Lincoln Avenue, Waller Avenue, Washington Avenue, and Wirt Street. Includes addresses: 10 - 109 Franklin Avenue, 3 - 360 Glenn Avenue, 50 - 75 Lincoln Avenue, 179 - 450 Waller Avenue, 47 - 75 Washington Avenue, 79 - 401 Wirt Street.

Area 10: Catherine Street, East Street, East Fourth Street, East Fifth Street, East Sixth Street, Sterner Avenue, and Strawberry Avenue, west of East Street to Catherine Street. Includes addresses: 315 - 531 Catherine Street, 384 - 544 East Street, 161 - 243 East Fourth Street, 161 - 274 East Fifth Street, 215 - 277 East Sixth Street, Sterner Avenue, 381 - 505 Strawberry Avenue.
(11) 
Area 11: Bruglar Avenue, Center Street, Clinton Avenue, East Third Street, East Fourth Street, Iron Street, West Anthony Avenue, West Third Street, West Fourth Street, Whiteman Avenue west of Catherine Street. B. 
Each resident parking permit area decal shall have marked on it the number of the resident's area at the time application is made to the Bloomsburg Police Department.
2. 
Other Permit Areas. All other streets, alleys and public ways, or portions thereof, within the permit area where parking is otherwise permitted, shall be designated by signs erected thereon as "resident permit parking."
3. 
Restricted Hours:

A. 
Areas 1 and 6: It shall be unlawful to park without a parking permit decal at any time.
B. 
Area 2: It shall be unlawful to park without a parking permit decal Monday through Saturday, from 7:00 a.m. to 7:00 p.m.
C. 
Areas C-2, 3, 4, 5, 8, 9, 10, and 11: It shall be unlawful to park without a parking permit decal Monday through Friday, from 7:00 a.m. to 7:00 p.m. Additionally, in Area 10, it shall be unlawful to park without a parking permit decal Monday through Friday, from 7:00 p.m. to 7:00 a.m., on the north and south sides of East Fifth Street from Catherine Street to East Street.
D. 
Area 14: It shall be unlawful to park without a parking permit decal Monday through Friday, from 7:00 p.m. to 7:00 a.m.

There shall be one type of permit parking decals: resident permit.

1. 
Resident Permit. Upon application to the Bloomsburg Police Department, on a form to be provided therefor, and upon payment of an annual nonrefundable fee in an amount to be established, from time to time, by resolution of Town Council for the use of the Town of Bloomsburg, the owner of each residential dwelling unit within the permit area, or such owner's lawfully authorized designee, shall be issued a maximum of two resident permit parking decals for the use of the residents of the said dwelling unit of which he or she is the owner, or lawfully authorized designee of such owner, and which residents desire to park their vehicles at curbside within the permit area, in accordance with the following terms and conditions:
A. 
The owner of the dwelling unit or such owner's lawfully authorized designee shall present one valid proof of registration of one motor vehicle belonging to a resident of the dwelling unit in order to be issued one resident permit parking decal. Any resident permit parking decals issued hereunder shall be used only by the residents of a dwelling unit within the permit area who desire to park their motor vehicle(s) for which a permit parking decal has been issued at curbside on the streets, alleys or public ways within the permit area. In no event shall more than two resident permit parking decals be issued per dwelling unit in the permit area.
B. 
Proof of Residency Defined. Upon application for a resident parking permit, the applicant must show proof of residency. Acceptable forms of proof are as follows: a copy of the deed to the applicant's residence, a photo driver's license with the current residential address, a lease signed by the landlord in effect at the time of the permit application, or a utility bill dated within 45 days of the date of application which contains the applicant's name and address for the area requested.

1. 
Upon application to the Bloomsburg Police Department, on a form to be provided therefor, and upon payment of an annual nonrefundable fee in an amount to be established, from time to time, by resolution of Town Council for the use of the Town of Bloomsburg, the owner of each residential dwelling unit within the permit area, or such owner's lawfully authorized designee, shall be issued no more than one guest parking decal. Guest parking decals are restricted to guests of residents who desire to park their motor vehicles at curbside on the streets, alleys and public ways within the permit area and in accordance with the designated residential areas for the duration of such guest's stay.
2. 
Each guest of the resident shall be restricted to parking in the resident's designated residential areas, which have been designated in § 15-802. Each guest parking decal shall have marked thereon the number of the resident's area, as designated by the Town of Bloomsburg, at the time application for same is made to the Bloomsburg Police Department.
3. 
A motor vehicle properly displaying a valid guest parking decal in accordance with the provisions of § 15-806 herein shall be restricted to parking in the areas as designated by the Town of Bloomsburg to the same extent as vehicles properly displaying a resident permit parking decal under this Part.
4. 
All residential guest parking decals shall be valid for a period of one year beginning September 1.
5. 
Businesses, nonprofit organizations, and churches located within the residential permit parking areas shall be allowed no more than three guest parking permits at any given time.

The resident permit parking decals and guest parking decals issued pursuant to this Part shall be affixed to the center (or as near thereto as possible) of the motor vehicle's front windshield, at the top thereof, or hung from the back of the motor vehicle's center inside rearview mirror, so that the decal so affixed or hung shall be clearly visible through the front windshield from the outside of the vehicle.

Any resident permit parking decal or guest parking decal which has been issued pursuant to this Part and which is subsequently lost, stolen, or destroyed shall be replaced in accordance with the following terms and conditions: The resident of the permit area for whose use the resident permit parking decal or guest parking decal was issued shall apply to the Bloomsburg Police Department for a duplicate or replacement decal of the same type. Thereupon, the Bloomsburg Police Department shall issue a duplicate or replacement decal of the same type which has been lost, stolen or destroyed for a fee in an amount to be established, from time to time, by resolution of Town Council for the use of the Town of Bloomsburg. Whenever a duplicate or replacement decal is issued pursuant to the terms of this section, the Bloomsburg Police Department shall mark in the records the name and address of the resident to whom the duplicate or replacement decal has been issued and, in the case of a resident permit parking decal, any pertinent information pertaining to the registration of the resident's motor vehicle for which the resident intends to use the duplicate or replacement resident permit parking decal, in the same manner as when an original resident permit parking decal is issued, the Bloomsburg Police Department shall indicate in the records the fact that the previously issued decal has been lost, stolen or destroyed and such lost, stolen or destroyed decal shall thenceforth be invalid.
2. 
Any duplicate or replacement decal issued pursuant to the terms of this section shall be valid only for the remainder of the then-current year for which the original decal was issued.

For the purposes of this Part, the word "owner" shall mean any person who owns land improved for residential use within the permit area described in § 15-801 above, whether or not such person resides upon said land.

Any person violating any provision of this Part shall pay at the office of the Chief of Police the sum of $40 within 20 days of the date of the violation. If the sum of $40 is not paid within 20 days of the date of the violation, a citation shall be filed in the office of the Magisterial District Court and, upon conviction, such person shall be sentenced to pay a fine of $50, plus costs of prosecution, or, in default of payment, to imprisonment for one day for each $10 of the unpaid balance.

Any person who falsifies, duplicates, forges or alters any parking decals issued pursuant to this Part or who obtains a duplicate or replacement resident permit parking decal or guest parking decal pursuant to § 15-807 of this Part under false pretenses shall be subject to arrest and prosecution under applicable provisions of the Crimes Code of Pennsylvania.
